TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of the City of Commerce, California, Approving Memorandum of Understanding with the Los Angeles County Metropolitan Transportation Authority (LACMTA) for Proposition "C" 5% Transit Security Funds MEETING DATE: July 26, 2022
RECOMMENDATION:

Adopt the Resolution approving the Memorandum of Understanding MOU #91000000PC23COM1 for Proposition "C" 5% Transit Security Funds.

ANALYSIS:

On November 6, 1990, the County of Los Angeles voters approved by majority Proposition C, an ordinance establishing a one-half percent sales tax for public transit purposes. MOU #91000000PC23COM1 states that 5% of Proposition "C" funds will be used to improve and expand rail and bus security.

California Public Utilities Code Section 99285 (j) (SB-1755 Calderon) directs a formula allocation of Proposition "C" 5% Security Funds based on transit ridership to all eligible/included Operators. LACMTA is the agency responsible for administering these funds, and the City's share of the program funding for FY 2023 is $24,796. This MOU is in effect from July 1, 2022, through June 30, 2027.

ALTERNATIVES:

Approve the attached Resolution approving the Memorandum of Understanding; or Provide staff with further direction.

FISCAL IMPACT:

This activity can be carried out without additional impact on the current operating budget.

RELATIONSHIP TO STRATEGIC GOALS:

This agenda item report relates to the 2016 strategic planning goal: "Grow revenues to ensure all expenses are being met so that we can remain fiscally responsible and continue to provide services to the residents," as these subsidies will assist in mitigating Transportation's operating and capital cost for the City.
