TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of the City of Commerce, California, Approving Memorandum of Understanding with the Los Angeles County Metropolitan Transportation Authority (LACMTA) for Proposition "C" 40% Discretionary Funds MEETING DATE: July 26, 2022
RECOMMENDATION:

Adopt the Resolution approving the Memorandum of Understanding MOU # MOU.PC23COM2 for Proposition “C” 40% Discretionary Funds.

ANALYSIS:

On November 6, 1990, the County of Los Angeles voters approved by majority Proposition C, an ordinance establishing a one-half percent sales tax for public transit purposes. MOU # MOU.PC23COM2 states that Proposition "C" 40% Discretionary Funds will be used to improve transit services.

The City shall utilize the funds (i) in accordance with the LACMTA Proposition C 40% Discretionary guidelines as adopted by LACMTA in May 1992, (ii) only for operating assistance of the applicable program "transit services" in the year of allocation for which the City has received funds, and cannot be carried over to the next fiscal year and (iii) in accordance with the LACMTA Board action in approving the funds. LACMTA is the agency responsible for administering these funds, and the City's share of the program funding starting FY 2023 is $1,184,893. This MOU is in effect from July 1, 2022, through June 30, 2032.

ALTERNATIVES:

Approve the attached Resolution approving the Memorandum of Understanding; or Provide staff with further direction.

FISCAL IMPACT:

This activity can be carried out without additional impact on the current operating budget.

RELATIONSHIP TO STRATEGIC GOALS:

This agenda item report relates to the 2016 strategic planning goal: "Grow revenues to ensure all expenses are being met so that we can remain fiscally responsible and continue to provide services to the residents," as these subsidies will assist in mitigating Transportation's operating and capital cost for the City.
