Item No. __
TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution Approving the Request for Proposals (RFP) for the Preparation of the Pavement Management Program (PMP) Update Meeting Date: July 26, 2022
RECOMMENDATION:

The City Council will consider adopting a Resolution approving the Request for Proposals (RFP) for Professional Services for the Preparation of the Pavement Management Program (PMP) Update and authorizing release of the RFP to solicit proposals.

BACKGROUND:

A Pavement Management Program (PMP) is widely used by local agencies to assess the conditions of the agency’s roadways and to establish a structure that would assist in prioritizing funding allocations based on different funding scenarios. Also, in order to keep the program updated and to ensure that it is reflective of the actual conditions of the roadways, it is recommended that the field survey inspections, which are an integral part of the PMP be conducted every three years. Furthermore, the Los Angeles County Metropolitan Transportation Authority (Metro) requires local agencies to update their PMP every three (3) years and provide associated certification to Metro in order to receive Proposition C local funds for future transportation related projects.

ANALYSIS:

The City’s 2019 PMP will be valid through November 2022 and needs to be updated through professional services of an engineering consultant.

The professional services for the PMP update will include but not limited to field inspection of the City’s pavement network, updating the Street Saver database, performing budget analyses, preparing budget scenarios, training, and providing recommendations, including a final report. Approximately 70 miles of streets and alleys will be inspected, and the condition inspections will be performed in accordance with the established standards. Additionally, data entry & quality control checks, maintenance and rehabilitation updates, and budgetary analyses and reporting will all be part of the final updated PMP report.

The proposed RFP for preparation of the City’s PMP update has been prepared and will be released upon City Council approval. Staff recommends that City Council approve the attached RFP and authorize staff to release it.

ALTERNATIVES:

Approve staff recommendation
Reject staff recommendation
Provide staff with further direction
FISCAL IMPACT:

There is no fiscal impact for issuance of the RFP. The estimated cost of the PMP Update is $40,000. Staff intends to request Measure AA funds and to return to the City Council for an award of a Professional Services Agreement and final funding approvals following completion of the RFP process.

RELATIONSHIP TO STRATEGIC GOALS:

This agenda item relates to the 2016 Strategic Plan:

Community Quality of Life
Guiding Principle 4, Support and evaluate community services, programs and events that promote healthy and quality lifestyles for our residents. Enhance public safety and social services through innovative programs that meet the needs of the residential and business communities.
