AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of the City of Commerce, California Approving Revisions to the Personnel Classification and Compensation Plan by Amending the Recreation Aide Classification MEETING DATE: August 23, 2022
RECOMMENDATION:
City Council consider and adopt a Resolution amending the Classification and Compensation Plan by revising the job specification for the Recreation Aide classification. Note: The Commerce City Employees Association (CCEA) is in agreement with staff’s recommendation.
BACKGROUND & ANALYSIS:
The Human Resources Department periodically reviews classification specifications and recommends changes to the City’s Classification and Compensation Plan. The recreation aide position was last opened for recruitment in 2018. Presently, the Recreation Aide classification remains vacant and no one is in this position. On July 14, 2022, the Human Resources Department opened up the Recreation Aide classification for recruitment.
A review and job analysis of the Recreation Aide classification was conducted by the Human Resources Department and Parks and Recreation Department and as a result staff is recommending that the “Distinguishing Characteristics” language from the job specification that was approved in 2021 by Council as part of the Citywide Classification study be revised from:
“Recreation Aide is the entry level in the Recreation Leader series. After successful completion of six 6 months of training, the incumbent is promoted to Recreation Leader.” to the following:
“Recreation Aide is the entry level in the Recreation Leader job series.” After successful completion of 6 months training period, the incumbent is promoted to Recreation Leader and provides assistance in conducting routine recreation activities.
The sentence, “After successful completion of 6 months training period” implies that an incumbent is automatically promoted to the Recreation Leader classification as long as they meet the following criteria: 1. Reaches 6 months of continuous service and has received a successful probationary performance review, (per City Policy I-7 – Probation and Training Periods) 2. Meets the minimum initial requirements of the Recreation Leader classification, which is having a California Driver’s License upon appointment.
If the incumbent does not meet the minimum requirements of the Recreation Leader classification upon successful completion of the 6 month training period, the City would not be able to promote this individual to the Recreation Leader position and the individual would be dismissed from city employment for not meeting the minimum requirements of the Recreation Leader position.
The Recreation Aide classification is an entry level training position and does not require a California Class C driver’s license. However, the Recreation Leader classification requires that the incumbent possess the California Class C driver’s license upon appointment of this new classification.
Additionally, the Recreation Leader classification also requires that the incumbent possess a California Class C driver’s License with a passenger endorsement within 90 days of employment (or effective date of promotion) as a Recreation Leader.
The current job specification requires the following process steps:
1. Initial Appointment of the Recreation Aide position
2. After six (6) months of continuous service, successful completion of the training and probationary period and possession of a California Class C Driver’s License, the incumbent would be promoted to a Recreation Leader.
3. Within three (3) months of their appointment date, the incumbent would be required to obtain their passenger endorsement (P Endorsement) to allow them to drive passengers in City Vehicles for recreation programming.
Should the City Council approve the proposed changes to the job specification, the process steps would change as follows:
1. Initial Appointment of the Recreation Aide position
2. After six (6) months of continuous service, successful completion of the training and probationary period, the incumbent will remain as a regular part time Recreation Aide and based on their hours worked, they would progress to various steps of the salary range of the Recreation Aide classification.
3. Should a Recreation Leader position open up, the incumbent in the recreation aide classification could apply for the Recreation Leader position, with the understanding that in order to qualify for the position, they would need to meet the minimum requirements of the Recreation Leader Classification.
Therefore, by amending the classification this will allow incumbents to remain as a Recreation Aide without being required to obtain a CA driver’s license by a certain date. Further, it would allow the City to retain employees as Recreation Aides.
This would give the recreation aide incumbent the ability to decide when and if they want to obtain their CA Driver’s license. Once they understand that this is a requirement to promote to a recreation leader, they will meet the minimum requirements of the position and would apply for an open position through the recruitment process.
As a result of this change, Recreation Aides could apply for Recreation Leader should there be a job opening in the future. It will of course be their responsibility to ensure they meet the minimum job requirements of the job specification.
Moreover, by making this change to the job specification, the department will anticipate experiencing fewer turnover in this classification, while retaining talented employees.
