Item No.

TO: Honorable City Council
FROM: City Manager
SUBJECT: Budget Overview – Annual Operating and Capital Improvement Program for FY 2022/2023 Meeting Date: August 23, 2022
RECOMMENDATION:

The City Council will receive a presentation on the Annual Operating and Capital Improvement Program (CIP) for Fiscal Year 2022/2023 and provide direction to staff regarding priority budget line item requests and/or projects.

ANALYSIS:

The Annual Operating budget for fiscal year 2022/2023 was adopted in June 2022 as a “status quo” budget with the direction for staff to return with a proposed amended budget in the summer months thus giving time to the new City Council to familiarize themselves with the budget. Based on this direction, staff has prepared a PowerPoint presentation which will provide an overview of the Annual Operating budget for fiscal year 2022/2023 and the proposed budget changes as requested by the various City Departments. The primary purpose of this presentation is to provide City Council the opportunity to provide direction and feedback that staff will incorporate into the recommended budget amendment that will be brought before the City Council at a future date.

Annually, staff presents City Council with a proposed CIP for consideration and prioritization, which includes an opportunity for all departments to submit their requests to the Public Works Department. The attached list represents potential projects. Staff ranked projects with additional funding sources higher in priority order. However, is it Council’s discretion to determine their final priority order and which projects to fund through Measure AA. Once Council provides direction, staff will present the information to the Measure AA Committee and return to Council with a final recommendation for funding.

Staff will provide two PowerPoint presentations, specifically highlighting the following:

Projected Surplus / (Deficit)
Departmental Requests (Personnel / Operational Items / Capital Outlay) Capital Improvement Project List
ALTERNATIVES:

Approve staff recommendation
Disapprove staff recommendation
Provide further direction to staff
FISCAL IMPACT:

At this time, there is no fiscal impact to either one of the budgets as the priorities need to be determined. Upon receiving Council direction, staff will return in September to present a proposed fiscal impact for formal consideration.

RELATIONSHIP TO STRATEGIC GOALS:

The agenda item relates to the 2016 Strategic Plan
Infrastructure and Facilities
Guiding Principle 2: Develop and implement a sustainable Capital Improvement Program to ensure the quality of the existing infrastructure and to support future plans for the City; and Guiding Principle 4: Develop and invest in infrastructure and beautification projects that support economic growth.
