SUBJECT: Crosswalk Removal at Gage Avenue at Slauson Avenue and Eastern Avenue at Telegraph Road Intersections
MEETING DATE: September 14, 2022
RECOMMENDATION:
1. Recommend Approving removal of existing crosswalk at Gage Avenue at Slauson Avenue and Eastern Avenue at Telegraph Road Intersections.
BACKGROUND:
Staff has completed evaluation of regarding removal of 2 existing crosswalks at the signalized intersections of Gage Avenue at Slauson Avenue and of Eastern Avenue at Telegraph Road and recommends removal for safety and potential liability. Crosswalk 1 is located at the south leg of the Gage Avenue and Slauson Avenue intersection and Crosswalk 2 is located at the east leg of the Eastern Avenue and Telegraph Road intersection, as shown below in Figure 1. Both Crosswalks are shown to be underutilized since there is no clear path of travel for pedestrians. Please refer to figures 2 and 3 for an aerial view of the crosswalks to be removed. A removal notice was posted at each intersection from August 11, 2022 to September 12, 2022. No objections to the removal were received by the City from residents.

ANALYSIS:

Slauson Avenue at Gage Avenue South Leg Crosswalk: The existing crosswalk on the south leg of the Slauson Avenue and Gage Avenue intersection that leads directly to a raised island with no potential path of travel for pedestrians as there is no existing sidewalk along the east side of Gage Avenue nor on the south side of Slauson Ave. Removing the south leg crosswalk will create a safe route for pedestrians and lead them to where there are existing sidewalks. As part of the FY 2021/22 Pavement Rehabilitation Project which has recently begun the south leg crosswalk is expected to be removed.

Eastern Avenue at Telegraph Road East Leg Crosswalk: The existing crosswalk on the east leg of the Eastern Avenue and Telegraph Road intersection that leads to a noncompliant ADA ramp and non-paved sidewalk. Removing the east leg crosswalk will create a safe route for pedestrians and lead them to where there are existing paved sidewalks and ADA complaint curb ramps. As part of the HSIP Cycle 10 grant funded project which is currently under design protected left turn phases along Telegraph Road will be provided for the eastbound and westbound directions, audible pedestrian countdown heads for all directions will be installed, the east leg crosswalk is expected to be removed if approved, and the southwest ramp will be reconstructed to be ADA complaint.
With the removal of these crosswalks, pedestrians and bicyclist will be guided to use the existing crosswalks at the subject intersections. The impacts to the existing pedestrian and bicyclist travel patterns will be insignificant. Therefore, removal of the subject crosswalks is recommended.
Pursuant to the requirements of California Vehicle Code Section 21950.5 30 days advance public notices at both crosswalk locations have been posted with a notice notifying the public of their removals, see Attachment 1. The notices posted in both Spanish and English, directs any concerned person to mail in a letter to the City Hall. The City has not received any concerns since the posting of the notices posted on August 11, 2022. See CVC Code Section below:
CVC 21950.5. (a) An existing marked crosswalk may not be removed unless notice and opportunity to be heard is provided to the public not less than 30 days prior to the scheduled date of removal. In addition to any other public notice requirements, the notice of proposed removal shall be posted at the crosswalk identified for removal.
(b) The notice required by subdivision (a) shall include, but is not limited to, notification to the public of both of the following:
(1) That the public may provide input relating to the scheduled removal.
(2) The form and method of providing the input authorized by paragraph (1).
Staff recommends Traffic Committee recommend to City Council approval of removal of the two crosswalks.

FISCAL IMPACT:
The cost of removal of the crosswalk at the Slauson Avenue and Gage Avenue intersection will be covered by the FY 2021/22 Pavement Rehabilitation Project and the removal of the crosswalk at the Eastern Avenue and Telegraph Road intersection will be covered by the HSIP Cycle 10 grant funded project
