A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMMERCE, CALIFORNIA, APPROVING A PROFESSIONAL SERVICES AGREEMENT TO HIRSCH & ASSOCIATES, INC. FOR THE S EASTERN AVE AT SB I-5 FREEWAY RAISED ISLAND BEAUTIFICATION PROJECT AND AUTHORIZING PROJECT MANAGEMENT SERVICES BY TRANSTECH ENGINEERS WHEREAS, The City of Commerce is considering the beautification of the raised island at S Eastern Ave and Southbound I-5 freeway that will welcome visitors to the City of Commerce; and WHEREAS, the raised island has been significantly under maintained and requires immediate improvements and this beautification project will present an opportunity to improve highway visibility and help community livability by transforming this major transportation entryway; and WHEREAS, on August 2, 2022 a Professional Services Request for Proposal (RFP) was released with a due date of August 29, 2022; and WHEREAS, two (2) firms submitted proposals and were evaluated and ranked based on compliance with RFP requirements, proposal quality, project understanding, approach, methodology and responsiveness, flexibility, experience of assigned staff and schedule efficiency; and WHEREAS, Hirsh & Associates, Inc. received the highest ranking; and WHEREAS, staff recommends that the City Council award a professional service agreement to Hirsh & Associates, Inc. to provide engineering services for design and coordination for the raised island beautification at S Eastern Ave and Southbound I-5 freeway Project for a fee of $106,210; and WHEREAS, staff recommends approval of up to 15% for Project Contingencies; and WHEREAS, staff recommends approval of up to 10% for Project Management; and WHEREAS, staff recommends that Transtech Engineers be authorized to provide Project Management services pursuant to their existing on-call agreement for consultant services.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COMMERCE DOES HEREBY RESOLVE, DECLARE AND DETERMINE AS FOLLOWS:
Section 1. The City Council of the City of Commerce hereby finds and declares that the foregoing recitals are true and correct, and incorporates them herein as findings and as a substantive part of this Resolution.
Section 2. The City Council approves a professional service agreement with Hirsh & Associates, Inc., in the amount of $106,210, in a form approved by the City Attorney, for the S Eastern at Southbound I-5 Raised Island Beautification Project and further authorizes up to 15% of the awarded contract for contingencies.
Section 3. Authorizes Transtech Engineers, Inc. to proceed with Project Management and Coordination Services, pursuant to their existing on-all agreement for consultant services.
Section 4. The City Council authorizes the Mayor to execute the agreement for and on behalf of the City. The Mayor is also authorized to execute this Resolution.
Section 5. This Resolution shall take full force and effect immediately upon adoption by the City Council.
