CITY OF COMMERCE AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
Item No.

SUBJECT: Award of Agreement with Hirsch & Associates, Inc. for Professional Services for South Eastern Ave at SB I-5 Freeway Raised Island Beautification Project MEETING DATE: October 11, 2022
RECOMMENDATION:

The City Council will consider adopting a Resolution awarding a professional services agreement to Hirsch & Associates, Inc. for the S Eastern Ave at SB I-5 Freeway Raised Island Beautification Project for design and coordination and Authorizing Project Management Services by Transtech Engineers.

BACKGROUND:

The City is considering the beautification of the raised island at S Eastern Ave and the Southbound I-5 freeway that will welcome visitors to the City of Commerce. For this project, the raised island on S Eastern Ave falls under Caltrans right-of-way and the designs will align with the requirements of Caltrans as well as meet the vision and goals of the City of Commerce.

On April 18, 2017, the City of Commerce entered into a landscape maintenance agreement with Caltrans for the I-5 Freeway. This agreement stipulates the responsibilities of the City that include the planting, irrigation, and landscaping as deemed necessary on the State right-of-way. The SB I-5 Raised Island encroaches into the State right-of-way and has exhibited necessary landscaping maintenance for the site.

Given the proximity to major City landmarks, this beautification project will present an opportunity to improve highway visibility and help community livability by transforming this major transportation entryway. As it stands, the raised island has been significantly undermaintained and requires immediate improvements. The goal of this beautification project is to improve the overall aesthetic value of the City and consider an opportunity to introduce a landscape that will have a great influence on the environmental ecology within City boundaries.

ANALYSIS:

On August 2, 2022, the City issued a Request for Proposal (RFP) for engineering services for the S Eastern Ave at SB I-5 Freeway Raised Island Beautification with a due date of August 29, 2022. The proposals were evaluated based on compliance with RFP requirements, proposal quality, project understanding, approach, methodology and responsiveness, flexibility, the experience of assigned staff including prior experience, and schedule efficiency.

All firms submitted great proposals. However, Hirsh & Associates, Inc. received the highest ranking with a fee of $106,210.
