SUBJECT: Citadel Black Friday Weekend Sales Event Planning Update and Funding Approval for Associated Traffic Control Meeting Date: October 25, 2022
RECOMMENDATION:
The City Council will receive and file an update on coordination efforts for the Citadel Black Friday Weekend Sales Event and consider adopting a Resolution approving funding for traffic control.
BACKGROUND:
Stakeholder Planning Meetings
Each year, staff and stakeholders coordinate the preparations for current year’s sales event. Accordingly, as requested by the City Council, planning meetings are held per the schedule below. Most recently, staff and stakeholders met in August, September, and October 2022.
Meeting
9 Month Look Ahead
6 Month Look Ahead
3 Month Look Ahead
2 Month Look Ahead
1 Month Look Ahead
These meetings include representatives from the Citadel Management team, LA County Sheriff’s Department, LA County Fire Department, JCL Traffic (Traffic Control Company) and City of Commerce representatives (Public Safety, Transportation and Public Works).
Highlights of these ongoing meetings include:
JCL will set up their Traffic Control Plan (TCP) on public streets at 4pm on Thanksgiving Day, the same as last year.
The Citadel is using JCL to implement its own TCP within their private property.
LA County Sheriffs suggested that the Citadel hire a 3rd party private contractor for traffic control at Telegraph and Atlantic.
Citadel responded that they prefer assistance from Sheriffs and the City’s CSOs for traffic control for the Mixmaster area. Citadel uses a “Strike Team” of 35 fulltime individual officers plus 10 part time officers who are on call to work as needed within the Citadel property. Some are security officers and others are retired police officers.
Citadel coordinates with impacted businesses on Smithway Street.
City indicated it would commit what personnel it can, but is limited in regards to how many are needed and is coordinating with Sheriffs for a combined effort.
Sheriffs are planning to provide personnel covering 5 shifts over the 4 day period, inclusive of a Command Post (Lieutenant and Sergeant). Discussions related to a potential augmentation of the proposed schedule between the Sergeant and the Citadel team are ongoing.
ANALYSIS:
Traffic Control Plan
Staff and stakeholders continue to improve upon past preparations for the Black Friday Sales Weekend Events by further refining planning efforts. The Traffic Control approach in 2019 included closure of Eastern Ave between Washington Bl and Stevens Pl; installation of directional signs and Changeable Electronic Message Boards at various strategic locations to direct and guide the traffic to selected routes (Washington, Atlantic, Telegraph) to access Citadel. Also, along Atlantic Bl and Washington Bl, special signs were installed at residential street crossings as well as on residential streets in neighborhood areas north of Harbor Avenue informing drivers not to travel or park on residential streets.
The improved Traffic Control in 2020 incorporated additional measures based on input and direction from City Council which included creating additional Park and Ride locations to lessen the impact on Mixmaster traffic and focusing on minimizing impacts on the Bandini, Rosini and Rosewood Communities. JCL recommended using their 2021 TCP again since minimal complaints were received. The City’s Public Safety personnel also confirmed that last year’s TCP worked well. JCL supplies barriers and signage for public streets, but not staff to control traffic. JCL’s TCP requires 15 flaggers on public streets most impacted. JCL also developed a TCP for within the Citadel. In an effort to minimize the impact on the aforementioned communities, JCL Traffic will set up a hard closure on Atlantic Boulevard north of Jillson Street, road closure to Thru Traffic (Local Traffic Only) north of Washington Boulevard, between Fidelia Avenue and Ransom Street and a hard closure for northbound traffic on Eastern Avenue at Washington Boulevard. In addition, we will have two (2) staff members from JCL monitoring the integrity of the traffic control plan. Lastly, a Community Service Officer (CSO) and two (2) Los Angeles Sherriff’s Department deputies will be patrolling the area for additional Public Safety.
Off Site Parking
Additional Parking on Telegraph
The City previously removed dirt and debris and paved or placed gravel at the vacant lot located at 6007 Telegraph Road to provide additional parking opportunities immediately adjacent to the Citadel. The City is coordinating use of this lot with the Citadel.
Additional Park and Ride Locations
Staff will use the Los Angeles County parking lot located at 5555 Ferguson Drive and discontinue using the two (2) Park and Ride locations used last year, Montebello/Commerce Metrolink Station and Applied Technology Center (ATC) High School due to low ridership and limited Transportation resources. This map shows these locations relative to the Citadel.
