CITY OF COMMERCE AGENDA REPORT
TO: Honorable City Council Item No. ____
FROM: City Manager
SUBJECT: Metro Measure R Funding Agreement for Slauson Corridor Improvements from I-5 to I-710 Project, LACMTA Project ID# MR306.64 and FTIP# LA9919160 MEETING DATE: November 22, 2022
RECOMMENDATION:

It is recommended that the City Council consider adopting a Resolution Approving Metro’s Measure R Funding Agreement for $2,230,000 for Project Approval/Environmental Document (PAED) and Design (PS&E ) of the Slauson Corridor Improvements from I-5 to I-710 Project, LACMTA Project ID# MR306.64 and FTIP# LA9919160 BACKGROUND:

Los Angeles County Metropolitan Transportation Authority (LACMTA) adopted Ordinance #08-01, the Traffic Relief and Rail Expansion Ordinance, on July 24, 2008, which was approved by the voters of Los Angeles County on November 4, 2008 as “Measure R” and became effective on January 2, 2009. The Measure R Ordinance specifies that funds are to be used for transportation purposes. The Slauson Corridor Improvements Project between I-5 and I-710 (Project) was eligible for funding under I-710 Early Action Projects.

ANALYIS:

On March 16, 2022, Staff made a presentation to the Gateway Council of Government I-710 Technical Advisory Committee (TAC) and requested Measure R funds in the amount of $2,230,000 for the project which was unanimously approved by TAC. Subsequently, the LACMTA Board approved and programmed $2,230,000 in Measure R Funds for PAED and PS&E of the Project on June 23, 2022.

The proposed Project will increase the capacity and reduce congestion along Slauson Avenue and enhance connectivity between major trip generators and transportation facilities by improving intersection capacity along Slauson Avenue at various intersections, adding dedicated right turn lanes where possible and upgrading traffic signals at various intersections for efficient and traffic responsive operations. The Project will also improve motorist and pedestrian safety with traffic signs, pavement markings, and striping along the Corridor, constructing new raised medians and/or modify existing medians to provide for protected left turn lanes at some of the signalized intersections, improving street lighting along the Corridor, and reducing pedestrian crossings and eliminating uncontrolled crosswalks. Other improvements include the incorporation of water quality treatment throughout the Corridor to comply with NPDES requirements and enhancing bus stops with bus shelters, benches, and trash cans where applicable.

Adoption of the attached resolution is required for Metro to execute the attached Funding Agreement. Staff anticipates Metro to fully execute the Funding Agreement within the next 30 days.

It is recommended that City Council consider adopting the attached Resolution Approving Metro’s Measure R Funding Agreement for $2,230,000 for PAED and Design PS&E of the Slauson Corridor Improvements from I-5 to I-710 Project.
