AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Amendment No. 1 to the Catch Basin Trash Excluder Maintenance Agreement with Los Angeles County Flood Control District Meeting Date: November 22, 2022
RECOMMENDATION:

The City Council will consider adopting a resolution approving Amendment No. 1 to the Catch Basin Trash Excluder Maintenance Agreement (Option 2) with Los Angeles County Flood Control District (LACFCD).

BACKGROUND/ANALYSIS:

On May 5, 2012, City Council approved an Agreement with Los Angeles County Flood Control District (LACFCD) for the City to install and maintain trash excluders within storm drain catch basins owned by LACFCD and located within City streets in order to comply with the Stormwater Trash Total Maximum Daily Load (TMDL) regulation and reduce trash entering the storm drain system. Pursuant to the Agreement dated January 15, 2013, the City through the County’s permit process installed a number of trash excluders in the County-owned catch basins. It is important to note that in 2012 Los Angeles County proposed installation and maintenance of trash excluders by the County (Option 1) or by the City (Option 2) which City opted Option 2 for cost efficiencies. The Regional Water Quality Control Board holds each City responsible for trash entering into the storm drains through their jurisdictions regardless of ownership of the catch basins.

In compliance with TMDL regulations, the City is proposing to install 24 additional trash excluders (listed in the attached Exhibit A) within storm drain catch basins owned by the LACFCD and located within City streets. However, before a County permit is granted to the City, the County requires that the attached Amendment No. 1 (Option 2) to the existing Agreement with LACFCD be executed.

Staff recommends adoption of the attached resolution approving Amendment No. 1 (Option 2) to the Agreement with LACFD.

FISCAL IMPACT:

The total estimated cost of the proposed improvements is $37,125 which includes LA County permit fees, catch basin cleaning, and screen installation fees. There are adequate funds available in the Safe, Clean Water Fund. If approved, the amount of $37,125 will be budgeted in Account No. 34-9100-52001 to cover the proposed improvements.
