TO: Honorable City Council
FROM: City Manager
SUBJECT: Special Needs Commission Request to Change Name of Commission Meeting Date: December 13, 2022
RECOMMENDATION:

The Special Needs Commission is respectfully requesting the approval of the City Council to change the name of the Special Needs Commission to the City of Commerce Commission on Disabilities Access and Opportunity.

BACKGROUND:

The purpose of the Special Needs Commission is to act in an advisory capacity to the City Council regarding concerns or issues affecting people with special needs, including those with physical and mental disabilities.

The Commission was intended to make recommendations on programs and services designed to help people with special needs lead a full and healthy life. In addition, the Commission is tasked to promote greater awareness of the changing life patterns, opportunities and to promote the total integration of persons with special needs into all aspects of community life.

On November 15, 2017, the Special Needs Commission held their very first meeting. At said meeting, the Commissioners shared their ideas and goals of what special needs programs they would like to see come to fruition.

On Tuesday, June 21, 2022, the Parks and Recreation Department was tasked to take over the Commission and to move forward with programming geared toward Special Needs and to integrate the Commission into the Parks and Recreation Department.

At said meeting, a discussion ensued regarding the name of the Commission. As a result of the discussion, a subcommittee was established which included Commissioners Bojorquez and Vallin.

On Thursday, August 4, 2022 The Name and Philosophy Committee met to discuss changing the name of the Commission and deciding on several options to present to the Special Needs Commission. Below are the two names that were sent to the Commission for consideration:

City of Commerce Commission on DisAbilities (with the capital A) City of Commerce Commission on Disabilities (with no capital A) After a lengthy and healthy discussion amongst the Commissioners, a motion by Commissioner Bojorquez, seconded by Commission Madrigal to rename the Commission to “The City of Commerce Commission on Disabilities Access and Opportunity” was recommended and approved by all Commissioners to move the item to City Council for consideration.
