TO: Honorable City Council
FROM: City Manager
SUBJECT: City-Wide Total Compensation Study
Meeting Date: December 13, 2022
RECOMMENDATION:
City Council to receive and file the final results of the total compensation study of all full-time and part-time position classifications conducted by Koff & Associates, a division of Gallagher Benefit Services, Inc. and receive Council direction, as deemed appropriate.
BACKGROUND:
At the commencement of the Citywide Total Compensation Study, the City employed approximately 130 authorized full-time regular positions, and 150 part-time positions for FY 21-22. The departments represented in the study included Administration, Human Resources, Public Works, Economic Development and Planning, Transportation, Library, Parks and Recreation and Finance.
The last time a compensation study (base salary only) was conducted was in 2008/2009, however, it is unknown as to when a total compensation study, which includes the total compensation of both benefits and base salaries for each classification, was conducted.
The purpose of the city-wide Total Compensation Study was to have a credible Compensation Plan that provides salaries commensurate with assigned duties; clearly outlines compensation growth; provides justifiable pay differential between individual classes; and maintains currency with relevant labor markets as well as analyzing the City costs towards benefits for both full-time and part-time classifications.
The study included both base salary and benefits, using comparable survey agencies for up to 15 survey agencies, using up to 150 job classification titles, duties and responsibilities based upon the classification specifications from the City.
ANALYSIS:
On January 11, 2022, the City Council approved awarding a contract for the total compensation study. The study conducted by Koff and Associates has concluded and the final results of the study are attached herein in the report “Total Comp Study Report” (Report). The Report goes over in detail the objectives and results of the study and explanation of all findings stated in the appendices, which are also attached herein.
Koff and Associates provided overview presentations and explanation of documents to members of the Class & Comp Committee (“Committee”) and Executive Management (“Management”). Human Resources staff also assisted in ensuring that questions posed by the Committee and Management were answered throughout the duration of the study.
Receiving and filing the findings of the study does not constitute implementation of any of the recommended results but merely serves to finalize the results so that the City could deliberate on potential next steps regarding the findings in the future.
Should City Council desire implementation of any of the recommendations of the study, staff would obtain authority from City Council at this time or a future Council meeting to first negotiate/meet and confer with the Commerce City Employees Association/AFSCME. After the meet and confer process, staff would provide recommendations to City Council, to implement actions related to compensation and benefits for any bargaining unit classifications.
ALTERNATIVES:
The City Council can take the following action:
Approve staff recommendation of receiving and filing the City-wide total compensation study results conducted by Koff & Associates.
Revise staff recommendation.
Provide staff with further direction.
FISCAL IMPACT:
If the City Council approves staff’s recommendation to receive and file the final results, there is no fiscal impact to this action.
