SUBJECT: Citadel Black Friday Weekend Sales Event Debrief Meeting Date: December 13, 2022
RECOMMENDATION:

The City Council will receive and file a debrief on the Citadel Black Friday Weekend Sales Event.

BACKGROUND:

On October 25, 2022, staff provided City Council with an update on the stakeholder planning meetings and coordination efforts leading up to the annual Citadel Black Friday Weekend Sales Event.

These meetings included representatives from the Citadel Management team, LA County Sheriff’s Department, LA County Fire Department, JCL Traffic (Traffic Control Company) and City of Commerce representatives for Public Safety, Transportation and Public Works.

On December 1, 2022, the stakeholders met for a debriefing meeting. Overall, all participants reported a successful event and Traffic Control Plan (TCP). The LA County Fire Department reported no issues at the Citadel property. The LA County Sheriffs’ Department will provide their own separate report to Council.

Traffic Control Plan – Successful
As previously reported, the TCP included closure of Eastern Ave between Washington Bl and Stevens Pl; installation of directional signs and Changeable Electronic Message Boards at various strategic locations to direct and guide the traffic to selected routes (Washington, Atlantic, Telegraph) to access Citadel. Also, along Atlantic and Washington, special signs were installed at residential street crossings as well as on residential streets in neighborhood areas north of Harbor informing drivers not to travel or park on residential streets.

The TCP also included a hard closure on Atlantic north of Jillson, road closure to Thru Traffic (Local Traffic Only) north of Washington, between Fidelia and Ransom and a hard closure for northbound traffic on Eastern at Washington helped to minimize neighborhood traffic. Some drivers attempted to bypass the closures. However, two (2) JCL employees monitored the integrity of the TCP. Lastly, a Community Service Officer (CSO) and two (2) Los Angeles Sherriff’s Department deputies patrolled the area for additional Public Safety.

The 2022 TCP was successful and resulted in no complaints received by Public Works and Public Safety personnel. JCL also developed a TCP for the Citadel with traffic exiting onto Gaspar, which reportedly worked well. However, they experienced some drivers moving barricades on Smithway. In addition, Citadel performed a traffic break as a drill and was able to clear up traffic in about 10 minutes in case of emergencies.

Off Site Parking
Additional Parking on Telegraph
Based on input and direction from City Council, additional Park and Ride locations were provided. The City previously removed dirt and debris and paved or placed gravel at the vacant lot located at 6007 Telegraph Road to provide additional parking opportunities immediately adjacent to the Citadel.

Additional Park and Ride Locations
The Los Angeles County parking lot located at 5555 Ferguson Drive was primarily used instead of the two (2) Park and Ride locations used last year located at Montebello/Commerce Metrolink Station and Applied Technology Center (ATC) High School due to low ridership and limited Transportation resources. The Ferguson lot was underutilized based on previous years. Citadel staff suggested using the Ferguson lot for staff parking and use the Telegraph lot for customers as it filled up at several times throughout the event.

This map shows these locations relative to the Citadel.

Citadel Black Friday Bus Shuttle
The City’s Transportation Department provided Citadel shuttle service and transported 1,241 customers over the weekend. Staff worked with the Citadel staff to promote the Park and Ride locations to minimize congestion and impacts on the City. The shuttle service was heavily used, which periodically delayed travel times.
