CITY OF COMMERCE

AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Agreement with Los Angeles County for the Washington Boulevard Traffic Signal Synchronization Program (TSSP) Meeting Date: January 24, 2023
RECOMMENDATION:

The City Council will consider adopting a resolution approving the Agreement with the County of Los Angeles for the Washington Blvd Traffic Signal Synchronization Program (TSSP) Project and allocating funds for the City’s share of the project.

BACKGROUND/ANALYSIS:

The County of Los Angeles (County) is the recipient of a Metro grant for the Washington Blvd Traffic Signal Synchronization Program (TSSP) Project. The Project extends from Atlantic Boulevard to Whittier Boulevard, a portion of which is within the City of Pico Rivera, City of Montebello, City of Whittier, City of Santa Fe Springs, Los Angeles County and the City of Commerce (City). Three signalized intersection within the City’s jurisdiction will be included in the TSSP project which include Washington Blvd at Atlantic Blvd, at Saybrook Ave, and Gayhart Ave. The City and County previously executed an Agreement on November 13, 2007, to memorialize their understanding regarding their relative rights, obligations, and duties with respect to the County's TSSP Program which includes the Washington Blvd Traffic Signal Synchronization Program (TSSP) Project.

The primary objective of the TSSP Projects is to improve the movement of vehicles and decrease the amount of time motorists will be stopping at red traffic signals. The TSSP projects improve traffic signal operations by upgrading traffic signals to Federal and State standards, providing as-needed additional vehicle detection to enable operation as a fully traffic-actuated signal capable of time-based coordination and retiming traffic signals to improve the overall progression of traffic. These projects will significantly reduce delays and accidents, thereby alleviating motorist’s frustration, air pollution, and operational costs. These projects are typically multijurisdictional, requiring coordination with each agency. It is anticipated that the Washington TSSP project will be completed in 2024.

Staff presented the project and its associated funding request to the Measure AA Advisory Committee (MAA) on January 17, 2023. MAA recommends that City Council adopt the attached resolution approving the Agreement with the County of Los Angeles and allocate funds to cover the City share of the cost of the project.

FISCAL IMPACT:

The City of Commerce estimated total project cost is $283,300 of which $156,100 will be covered by the Metro grant, $92,100 will be LA County’s contribution, and $35,100 will be the City’s share.

Funds in the amount of $38,610 in Measure AA funds are required to cover the City’s share of the project ($35,100 + $3,510, 10% for the City’s project administration and inspection services).
