CITY OF COMMERCE

AGENDA REPORT
Item No.: ____
TO: Honorable City Council
FROM: City Manager
SUBJECT: Amendments to On-Call Professional Services Consultant Agreements Meeting Date: February 21, 2023
RECOMMENDATION:

The City Council will consider adopting a Resolution Amending the On-Call Professional Services Agreements for Building and Tenant Improvement (TI) Plan Check, Landscape Architecture, Park Planning and Design, Planning Services, Environmental Science, Planning, Analysis & Assessment, and Regulatory Compliance, General Civil Engineering, Traffic Engineering, Real Estate and Right Of Way, Civil Plan Check, Construction Management & Inspection, Surveying, Staff Augmentation, and Building and Safety.

BACKGROUND:

Over the past several years, the City has developed a list of on-call consultants. The on-call consultants provide staff with the ability to draw on a list of pre-qualified consultants, with pre-negotiated base rates, and pre-approved agreements to perform studies, provide professional services such as General Civil Engineering, Traffic Engineering, Building, and Planning Services, staff augmentation, and environmental reviews to name a few. The current agreements have varying expiration dates. Attachment 2 lists each service, the respective On-Call company, and their corresponding expiration dates.

The purpose of the on-call professional services consultants is to provide the City with flexibility and enhance the City’s capacity to deliver projects and programs expeditiously, while also reducing costs by curtailing the time and effort to solicit various proposals for different projects. Under this system, staff provides a scope of work to the on-call consultants and requests a proposal. The consultants are selected based on consistent and objective criteria and recommended to the City Council for approval. The City has utilized the on-call consultant services on a periodic and recurring basis and has found that by securing these services on an as-needed basis for various City projects, the City has been able to obtain these services expeditiously and economically.

Over the years the City Council approved, renewed and/or amended on-call professional services consultants’ agreements in 13 disciplines as listed below.

Building and TI Plan Check,
Landscape Architecture,
Park Planning and Design,
Planning Services,
Environmental Science, Planning, Analysis & Assessment, and Regulatory Compliance, General Civil Engineering,
Traffic Engineering,
Real Estate and Right of Way,
Civil Plan Check,
Construction Management & Inspection,

Building and Safety.

ANALYSIS:

Adoption of the attached Resolution will amend the Agreement with the below listed On-Call Consultants for various professional services disciplines by extending their term of agreement through February 1, 2024 with an automatic month-to-month basis relationship after this date. The monthly extension will provide staff an opportunity to proceed with a new Request for Proposal (RFP) for various professional services disciplines and award of a new On-Call list.
