TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of the City of Commerce, California, Approving the Third Amendment to the Professional Services Agreement between the City of Commerce and Stantec Architecture Incorporated.

MEETING DATE: February 21, 2023

RECOMMENDATION
Approve the Third Amendment to the Professional Services Agreement between the City of Commerce and Stantec Architecture Incorporated for architecture and engineering services.

BACKGROUND
The City executed a professional service agreement with Stantec Architecture Incorporated (Stantec) on August 17, 2021. Stantec has completed 60% design concept for the Transit Maintenance Facility (TMF), and the additional scope of services outlined in Amendment #3 is required to complete the final design phase for the TMF project.

As part of Amendment #3, Stantec will provide the following additional services as part of their scope of work:

The 600' driveway leading to the new facility site must be repaved. A new sidewalk and lighting are also required to provide an accessible path of travel from the facility to Sheila Street.

Design landscape swales for stormwater along the improved driveway.

Provide mechanical, electrical, plumbing, and low voltage security system design for the additional square footage for the maintenance bay area and parking garage.

Specify, coordinate, and detail the design for two different wash systems (drive-through system for cars and gantry system for buses).

Specify, coordinate, and detail design for complex storage systems such as tire carousel and vertical lift module (VLM).

Provide Commissioning Services for the new facility. Commissioning is a process that checks and documents the architectural design, equipment installation, and testing of the building's systems according to Federal and State requirements.

It includes training City staff to understand and operate the building systems efficiently.

The above tasks are required to complete the final design phase of the construction for the transit maintenance facility project.

ANALYSIS
The consultant team's updated scope of work will include revising the Mechanical System, Mechanical Title 24, Photovoltaic system, and EV Charger System to comply with the required 2022 code cycle.
