TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of the City of Commerce California Approving Revisions to the Job Classification by Amending the Recreation Leader Position.

Meeting Date: February 21, 2023
RECOMMENDATION:

City Council to consider and adopt a Resolution amending the Classification by revising the job specification for the Recreation Leader Classification.

ISSUE:

City staff believes that timing is of the essence as this recruitment needs to be reinitiated in order to meet the Council’s stated goal with respect to expanding recreational sports. City Management and the Commerce City Employees Association’s (CCEA) have met and discussed modifying the job specification for the Recreation Leader classification and have both agreed that the Recreation Leader job description should be modified. The City received the recommendation from CCEA on Tuesday, February 14, 2023.

ANALYSIS/BACKGROUND:

The Human Resources Department periodically reviews classification specifications and recommends changes to the City’s Classification. The Recreation Leader Classification was last revised on January 20, 2016.

A recent recruitment for Recreation Leaders took place in the fall of 2022 and resulted in hiring five (5) Recreation Leaders out of the six (6) approved positions that staff opened for recruitment. Unfortunately, staff was unable to hire the full complement that is needed to move the Parks and Recreation forward with youth sports, youth programs, camp programs and other programming that have been a staple in the City of Commerce. Furthermore, one of the new Recreation Leaders recently resigned, leaving us with only four (4) new recreation leaders.

As a result of an increasingly apparent tight labor market in some areas, the lack of applicants who met the minimum qualifications and insufficiency in hiring staff, the Parks and Recreation and Human Resources Department reviewed the Recreation Leader classification and both agreed to recommend a change to the “Minimum Qualifications” under “Education and Experience” to allow for additional applicants to qualify. Below is the recommendation:

High School diploma or GED equivalent AND one year of 6 months of work and/or volunteer experience in recreation programs OR an equivalent of 6 months of work and paid/volunteer experience in the City of Commerce working in any type of recreation programs including but not limited to the following: (arts, crafts, games, classes, sports, coaching, performing arts, special events, and/or customer service in recreation services/programming).

The recommendation that is being presented, excludes the “one year” experience in recreation programs. Removing this experience, would allow for applicants who have the skill set, desire and drive to apply for the Recreation Leader position, despite not having “one year” of experience. This modification will allow the department more latitude to hire applicants that they deem have the potential to excel despite their lack of experience without actually requiring such. Meaning, it is still the City’s discretion to hire individuals who submit an application under the modified/lessened requirement (assuming City Council were to approve the contemplated revisions). The proposed modified job description is attached for Council’s review.

In addition, we have included coaching and performing arts as examples of experience that one can have that could qualify applicants for a potential interview.

FISCAL IMPACT:

There is no fiscal impact as the Recreation Leader positions have already been approved through the budget process.

RELATIONSHIP TO STRATEGIC GOALS:

The proposed action supports the Community Quality of Life focus area under the following Guiding Principle:

Guiding Principle 4: Support and evaluate community services, programs and events that promote healthy and quality of lifestyles for our residents. Enhance public safety and social services through innovative programs that meet the need of the residents and business communities.
