TO: Honorable City Council
FROM: City Manager
SUBJECT: Award of Professional Services Agreement with KOA Corporation for the Slauson Corridor Improvements Project from I-5 to I-710 MEETING DATE: March 28, 2023
RECOMMENDATION:

The City Council will consider adopting a Resolution awarding a professional services agreement to KOA Corporation to provide professional services for the Slauson Corridor Improvements Project from I-5 to I-710 and Authorizing project management services by Transtech Engineers.

BACKGROUND:

Slauson Corridor between I-5 and I-710 is in need of improvements to enhance mobility, reduce congestion, improve connectivity between major trip generators and transportation facilities by improving intersection capacity at various intersections, adding dedicated right turn lanes where possible, upgrading traffic signals at various intersections for efficient and traffic responsive operations, improve motorist and pedestrian safety by improving traffic signs, pavement markings, constructing new raised medians and/or modifying existing medians to provide for protected left turn lanes at some of the signalized intersections, improve street lighting along the Corridor, eliminate uncontrolled crosswalks, incorporate water quality treatment throughout the Corridor to comply with NPDES requirements, and enhancing bus stops with bus shelters, benches, trash cans, where applicable. However, to determine the needed improvements funding is required to retain professional services to conduct related studies, environmental and design services.

On March 16, 2022, Staff made a presentation to the Gateway Council of Government I-710 Technical Advisory Committee (TAC) and requested I-710 Measure R Funds in the amount of $2,230,000 for the planning, environmental and design phase of Slauson Corridor Improvements Project between I-5 and I-710 (Project) which was unanimously approved. Subsequently, on June 23, 2022, the Metro Board approved and programmed $2,230,000 in I-710 Early Action Measure R Funds for the Planning, Environmental and Engineering Phase (PAED and PS&E) of the Project. On November 8, 2022, City Council adopted a Resolution approving Metro’s Measure R Funding Agreement for this project.

ANALYSIS:

On January 17, 2023, staff released a Request for Proposal (RFP) for Professional Services for the Project with a due date of February 16, 2023. The City received proposals from four consultants: Infrastructure Engineers, JMDiaz, Inc., Mark Thomas & Company, Inc., and KOA Corporation.

The proposals were evaluated based on an established criteria including compliance with RFP requirements, proposal quality, project understanding, approach, methodology and responsiveness, flexibility, and experience of assigned staff including prior experience of working relationship of key team members in past similar projects. After evaluation of the proposals, KOA Corporation ranked highest and appears to be the best fit with regard to the scope of work and budget required for the task.

As such, staff recommends adoption of the attached Resolution which in summary does the following:

Approves a Professional Services Agreement with KOA Corporation in the amount of $1,398,078 and authorizes the City Manager to execute any amendments to the agreement with KOA Corporation should it become necessary; and Authorizes Transtech Engineers, Inc. to proceed with project management services pursuant to their existing on-call agreement for consultant services.
