AGENDA REPORT

CITY OF COMMERCE

AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: City Council Reorganization
Meeting Date: April 11, 2023
RECOMMENDATION:

Select the Mayor and the Mayor Pro Tempore for the period of April 2022 to April 2023.

ANALYSIS:

It is customary for the City Council to designate a Mayor and the Mayor Pro Tempore/Mayor Pro Tem annually. For the last 4 years, such has taken place at the first City Council meeting in April. At this meeting, the City Council will recognize the outgoing Mayor, and will proceed with the selection of a new Mayor and Mayor Pro Tempore with the effective date for the actual seating of the newly selected Mayor and Mayor Pro Tempore being April 11, 2023.

BACKGROUND:

In 2015 and 2016, the City Council reorganized in March of each year. In 2017, elections were held in March and the City Council reorganized in June. In 2018, the practice of reorganizing in April after the March elections first began. It is common for cities to reorganize at the onset of new council terms. It is worth noting however, that the then Mayor at the time in 2018 served approximately two months less than a full year as Mayor.

Future elections will now be held in November of even years, instead of alternating between March and June as before. The City Council may wish to discuss at this juncture or at a City Council meeting next year when the reorganization item is back on the agenda, whether it wishes to adjust the reorganization date to December or January annually. Reorganization in December or January would be consistent with the practice of reorganizing at the onset of new council terms following an election.

As noted herein however, this latter matter related to future reorganization dates can be addressed at a later time.

FISCAL IMPACT:

This activity can be carried out without additional impact on the current operating budget.

Respectfully Submitted by: Edgar P Cisneros, City Manager Recommended by: Lena Shumway, Administrative Services Director & City Clerk
