SUBJECT: Professional Services Agreement with Stantec Consulting Services Inc. for the Tubeway Re-alignment Study from Smithway Street to Telegraph Road MEETING DATE: April 11, 2023
RECOMMENDATION:
The City Council will consider:
Adopting a Resolution approving a professional services agreement with Stantec Consulting Services Inc. (Stantec) to provide professional services for the Tubeway Re-alignment Project from Smithway Street to Telegraph Road and authorizing project management services by Transtech Engineers, and Appropriating $55,535 from Measure AA reserves to cover the total project cost.
BACKGROUND:
Tubeway is a 70 feet roadway which runs in a north south direction between Telegraph Road and Smithway. The City is considering opportunities for realignment of Tubeway through circulation studies and an associated preliminary engineering assessment.
ANALYSIS:
On February 22, 2023, staff released a Request for Proposal (RFP) for Professional Services associated with the Tubeway Re-alignment Project to conduct traffic, right of way, access, utilities and other studies and to evaluate related impacts, mitigations, and costs. The City received one proposal from Stantec.
The proposal was evaluated based on an established criteria including compliance with RFP requirements, proposal quality, project understanding, approach, methodology and responsiveness, effectiveness of project schedule, and experience of assigned staff including prior experience of working relationship of key team members in past similar projects. Staff reviewed the proposal and determined that it met the requirements of the RFP.
As such, staff recommends adoption of the attached Resolution which in summary does the following:
Approves a Professional Services Agreement with Stantec in the amount of $88,787 and authorizes the City Manager to execute any amendments to the agreement with Stantec should it become necessary.
Authorize Transtech Engineers, Inc. to proceed with project management services pursuant to their existing on-call agreement for consultant services.

FISCAL IMPACT:
The total cost of the professional services agreement with Stantec including project management services is $97,665. Funds in the amount of $42,130 are available in Account No 41-5170-57010.1408 for this project. If the City Council approves of staff’s recommendation, an appropriation in the amount of $55,535 from Measure AA reserves will need to be approved in order to cover the total project cost.
