BACKGROUND:
The City submitted a grant application for the Highway Safety Improvement Program (HSIP) Cycle 7 Program, which focused on improving traffic signal interconnectivity along Eastern Avenue, Telegraph Road, Slauson Avenue, Atlantic Boulevard, and Garfield Avenue and received approval for $935,280 in grant funds as part of the program with a required 10% local match of $103,920. The purpose of the HSIP program is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned public roads and tribal lands.
On February 18, 2020, the City Council approved the plans and specifications for the Traffic Interconnect System Upgrades Project and authorized staff to advertise the project for bids. The bids were opened on May 7, 2020, at the City Clerk’s Office, and Elecnor Belco Electric, Inc. was determined to be the lowest responsible bidder. On August 4, 2020, City Council awarded the construction contract to Elecnor Belco Electric, Inc. for $1,257,818 and furthermore authorized a 10% contingency in the amount of $138,359.90 for a total construction budget of $1,396,177.90.
ANALYSIS:
The work under the contract has been completed satisfactorily and the project is ready for acceptance. The work included but not limited to furnishing and installation of 27 new type 332 traffic signal cabinets and 11 associated foundations, replacement of 24 existing type controllers with new 2070 controllers, update traffic signal timing and system implementation, and furnishing and installation of a 26 battery backup system. The project involved a number of contract change orders which included providing timing sheets compatible with the updated firmware and controller, replacing and installing pull boxes and new cabinets, and installing new battery back-up systems which were not included in the original scope of work.
Staff recommends that the City Council adopt the attached resolution accepting the Project as complete, authorizing staff to file the “Notice of Completion” with the County Recorder’s Office for the project and authorize release of Contractor’s 5% retention per contract provisions.
FISCAL IMPACT:
The total cost of the construction work including contract change orders completed by Elecnor Belco Electric, Inc. is $1,286,678.42 of which $935,280 (90%) was funded from HSIP Cycle 7 Grant funds based on reimbursement and remaining was approved from Measure AA funds.
