TO: Honorable City Council
FROM: City Manager
SUBJECT: Home Security Camera Rebate Program
MEETING DATE: April 11, 2023
RECOMMENDATION:
Approve revisions to the City’s security camera rebate program and authorize funding to replenish the exhausted resources in the program in the amount of $50,000 for this current fiscal year.
ANALYSIS:
In 2016, the City Council approved a City-sponsored Residential Security System Rebate Program to help off-set the costs of security systems in private Commerce residences, in order to provide the City with a wider visual net so to speak, to deter crime and identify any responsible culprits.
RESIDENTIAL HOME SECURITY CAMERA REBATE PROGRAM
Then Councilmember Argumedo requested that Public Safety Staff research a Residential Security Camera Rebate Program for Commerce residents in 2016. Staff subsequently researched and designed a Residential Security Camera Rebate Program for residents. The rebate program would consist of offering up to a 100% rebate on the purchase of a system of up to a maximum $500.00 reimbursement to residents who install a fully functioning security camera or alarm system in their residence. In order to be eligible for the rebate, residents must provide a proof of purchase in the form of a receipt or monthly contract dated after the adoption of the resolution, registration with Public Safety, and an inspection by City staff to ensure the installation and functionality of the security system. The program only covers equipment and materials, not installation costs.
Requests will be processed on a first-come, first-served basis with a priority on higher-incident areas and homes that have not participated in the program in the past. If funds allow, whether or not the rebate program was utilized more recently, say in 2021 versus 2016 when the program began will also be considered by staff when processing applications.
The initial request will be for $50,000 which enables the City to rebate up to 100 residences participating in the program. The required budget will be requested from the Public Safety funds received through Measure AA.
