A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMMERCE, CALIFORNIA, CREATING ART IN PUBLIC PLACES COUNCIL SUB COMMITTEEE WHEREAS, the City of Commerce has been actively working on improving the aesthetic quality of the city and promoting civic pride through various initiatives, including the adoption of the Arts in Public Places Ordinance in September 2016, which requires certain development projects to incorporate public art into their designs and established fees to fund public art based on a percentage of the total project costs.
WHEREAS, the City of Commerce desires to establish an Art in Public Places Council Subcommittee to act in an advisory capacity to the City Council and to undertake projects to further beautify the City, and to further enhance its public art offerings to promote the beautification of the City.
THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF COMMERCE ESTABLISHES AN ART IN PUBLIC PLACES COUNCIL SUBCOMMITTEE, WITH MEMBERSHIP, POWERS, AND DUTIES AS PROVIDED IN THIS RESOLUTION.
Section 1: The Art in Public Places Subcommittee shall be established, and its duties shall be to undertake studies, review submissions of art, interview and select artists on a competitive basis, and act as a clearing house and information center on all aspects of art in public places activities. All recommendations made by the subcommittee shall be presented to the City Council for the final decision.
Section 2: The Art in Public Places Subcommittee shall consist of two Council members who shall be appointed by the City Council, and the City Manager or Director of Public Works or their duly authorized representative, who shall serve as an ex-officio or advisory member and shall not have the power to vote.
Section 3: The terms of office of each appointee of an individual City Council member shall be for a period not exceeding two years, and they may be reappointed by the City Council or replaced based on the direction of the City Council.
Section 4: The Art in Public Places Subcommittee shall adopt such rules and regulations as it deems necessary for the time and place of the meetings and other matters relating to the organization of the subcommittee and methods of administering its duties.
