TO: Honorable City Council
FROM: City Manager
SUBJECT: Award of Professional Services Agreement for the Randolph Corridor Active Transportation Project Meeting Date: May 9, 2023
RECOMMENDATION:
The City Council will consider adoption of a Resolution approving a Professional Services Agreement (PSA) with Southstar Engineering & Consulting, Inc. to provide Professional Project Management Services for the Randolph Corridor Active Transportation Project.
BACKGROUND
In February 2020, the Los Angeles County Metropolitan Transportation Authority (Metro) released its Call for Projects for Active Transportation Cycle 1 Funding. The Call for Projects prompted the Gateway Cities Council of Governments (GCCOG) to initiate a project with the cities of Commerce, Bell, Huntington Park, and LA County (MAT Team) to develop an active transportation corridor along Randolph Street between the respective cities including Commerce and LA County.
The MAT Team selected the City of Commerce as the lead agency. In March 2020, the City Council adopted a Resolution supporting the City’s Participation in Metro’s Cycle I Active Transportation (MAT) Grant Opportunity and authorizing the City Manager to execute funding documents for the Randolph Corridor Active Transportation Project. In April 2020, City of Commerce submitted a grant application for the Randolph Corridor Project and in January 2021 was awarded a $6,703,891 MAT Grant.
The Project will provide high quality mobility improvements to residents and businesses of the Cities of Commerce, Bell, Huntington Park and parts of Unincorporated Los Angeles County. It includes pedestrian improvements and bike lanes for 6.83 miles, connecting the Los Angeles River with various landmark destinations. The Randolph Corridor begins at the eastern terminus in the City of Commerce and extends west along the corridor through the City of Bell and Los Angeles County to the western corridor terminus in the City of Huntington Park.
The Project has an estimated three (3) year schedule through Fiscal Year 2025/2026. The project timeline includes the following scope of work: Planning/Conceptual, Environmental, Design and Engineering, and Construction Phases. To proceed with the multi-jurisdictional project over a three-year period, services of a Professional Consultant to manage the project and work with project consultants and affected agencies during the design and construction phases is essential. Therefore, staff prepared a Request for Proposal (RFP) for project management services. The RFP was reviewed and approved by members of Randolph Corridor Active Transportation Technical Advisory Committee (TAC). The TAC is comprised of the Cities of Commerce, Huntington Park, Bell, and Los Angeles County. Staff is currently working on an RFP for the Planning/Conceptual, Environmental and Design and Engineering Phase.
ANALYSIS:
On March 16, 2023, the RFP was issued to the City’s General Civil Engineering On-Call Consultants for Project Management Services for the Randolph Corridor Active Transportation Project with a due date of April 13, 2023. Two (2) firms submitted proposals, JMDiaz, Inc. and Southstar Engineering & Consulting, Inc. The proposals were evaluated by the TAC based on an established criteria including compliance with RFP requirements, proposal quality, project understanding, approach, methodology and responsiveness, flexibility, experience, and schedule. Both firms submitted great proposals. However, Southstar Engineering & Consulting, Inc. received the highest ranking. Staff recommends adoption of the attached Resolution approving a Professional Service Agreement with Southstar Engineering & Consulting, Inc., in the amount of $162,225 and authorize the City Manager to execute any amendments to the agreement with Southstar Engineering & Consulting, Inc. should it become necessary. Transtech will oversee the project at a cost not to exceed 10% ($16,223) of Southstar’s contract amount.
FISCAL IMPACT:
The Project is 100% grant funded by Metro Measure M funds based on reimbursement. Reimbursable Funds in the amount of $650,000 were budgeted in the 2022/2023 Capital Improvement Program Measure AA Funds (Account 41-5170-57010.50010) to cover the project management, planning, design and environmental phase.
