TO: Honorable City Council
FROM: City Manager
SUBJECT: Adoption of Resolution Approving the New City of Commerce Art in Public Places Council Subcommittee and Appointments to the Economic Development Subcommittee and the Sister Cities Ad Hoc Committee Meeting Date: May 9, 2023
RECOMMENDATION:
There currently exists a vacancy on the Economic Development Subcommittee and there are currently two vacancies on the Sister City Ad Hoc Committee that City Council may consider filling at this time. Alternatively, the City Council could wait until closer to the delegation’s next visit. Further, per the recommendation from Vice Mayor Altamirano, staff recommends that the City Council:
Adopt the resolution approving a new Art in Public Places Council Subcommittee; and Appoint Members for Art in Public Places Council subcommittee.
BACKGROUND
The City Council established the Economic Development Subcommittee in 2017. Councilmember Altamirano is currently the lone member and the other seat is vacant.
The Sister City Ad Hoc Committee is currently in need of two members. Those can be appointed at this time or closer to the date of the next delegation visit to ensure that members are able to participate to the fullest extent possible.
The City of Commerce has been actively working on improving the aesthetic quality of the city and promoting civic pride through its Beautification Committee. The committee has been focusing on beautification, brand imaging, and way-finding efforts to communicate and market the Commerce brand. The committee has also been looking into ways to encourage new plantings, beautification projects, and the preservation of historic structures in collaboration with businesses and residents.
Originally, the Beautification Committee was to advise the City Council on all matters involving beautification of the City and to make recommendations to the City Council for making public property, streets and ways more attractive and aesthetically pleasing.
ANALYSIS
One notable development is the Art in Public Places Ordinance, which was adopted by the City Council in September 2016. This ordinance requires certain development projects to incorporate public art into their designs and established fees to fund public art based on a percentage of the total project costs. Since the adoption of the ordinance, the City has generated over one million dollars in the Art in Public Places Fund.
Per Vice Mayor Altamirano’s request, the City Council should consider creating a Council subcommittee specifically focusing on Art in Public Places, and either be empowered to make decisions related to the Art in Public Places Program expenditures (which does not include project-proponent sponsored art) or submit final recommendations for the City Council approval.
