CITY OF COMMERCE AGENDAREPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Bristow Park Basketball Courts Resurfacing Change Order MEETING DATE: June 27, 2023
RECOMMENDATION:

The City Council will consider adopting a Resolution allocating $87,811 in Measure AA funds for additional improvements at Bristow Park basketball courts and authorizing staff to issue a Change Order for the additional work to the City’s Contract with Trueline Construction & Surfacing, Inc, the Project Contractor.

BACKGROUND:

On August 23, 2022, City Council approved the Capital Improvement Program (CIP) for Fiscal Year 2022/2023 which included the Basketball/Volleyball Courts Resurfacing at Various City Parks Project and appropriated $200,000 from Measure AA funds for this project. The project entails the resurfacing and restriping of the basketball/volleyball courts at Rosewood Park, Bristow Park, and Bandini Park and concrete overlay at the southern basketball court at Bristow Park. On November 29, 2022, staff advertised the bid package for the project and received only one bid from Trueline Construction & Surfacing, Inc. (“Trueline”) on December 21, 2022. On February 21, 2023, a Construction contract was awarded to Trueline for $243,686.40 and City Council allocated $104,608 in Measure AA funds to cover the total project cost of $304,608 including contingencies, construction management and inspection.

ANALYSIS:

Based on recent observation and assessment of existing project site condition, additional improvements which were not in the original project scope are deemed essential at Bristow Park basketball courts. These improvements include modification of an existing basketball court access ramp and railings for ADA compliance, reduction of the 20 foot high fence originally for tennis to a standard 10 feet and replacement of the remaining 10 feet fence fabric around and between the courts, removal and replacement of two existing basketball posts, backboard including construction of two new related concrete foundation. The cost of the proposed additional improvements is $113,180. The ADA ramp reconstruction is estimated at $21,020 which will be covered by previously budgeted Measure AA funds for ADA compliance improvements. However, considering available project contingencies of $32,644 allocation of additional Measure AA funds will be required to cover the project cost shortfall. With the recommended additional improvements, the total project cost including additional improvements, contingencies, construction management and inspection is estimated at $446,083.
