RECOMMENDATION
The City Council will consider:
Adopting a resolution allocating $184,377.94 in Measure AA Funds, awarding a construction contract to Square Signs LLC DBA Front Signs for the Citywide Wayfinding Vehicular Directional Signs Project and authorizing Construction Management and Inspection Services by Transtech Engineers, Inc. pursuant to their On-Call Professional Consulting Services Agreements; and Make a finding and determination that the Citywide Wayfinding Vehicular Directional Signs Project is exempt from further CEQA review pursuant to Administrative Code, Title 14, Chapter 3, Section 15301, Class 1 because the Project consists of the installation of new signs within existing public right of ways where there will be negligible or no expansion of the existing use; and pursuant to said findings, direct staff to prepare and file corresponding Notice of Exemption.
BACKGROUND
On April 16, 2019, the City Council approved contract documents for the Citywide Wayfinding Vehicular Directional Signs Project and authorized staff to advertise for bids for construction. Staff advertised the project and issued the Notice Inviting Bids with the public bid opening scheduled on July 23, 2019 and only one (1) bid was received in the amount of $255,100. On October 15, 2019, City Council rejected the construction bid for the Citywide Wayfinding Vehicular Directional Signs Project due to the bid exceeding the project’s intended construction budget.
The Citywide Wayfinding Vehicular Directional Signs Project consists of forty-six (46) total signs to be installed at gateways, major intersections and major roadways. The Project will implement a functional and integrated system that communicates and markets the Commerce brand and guides visitors to easily find their way to intended locations as well as promote the discovery of the City’s many points of interest.

Furthermore, Staff recommends that the City Council finds that the Project is Categorically exempt pursuant to Section 15301, Class 1 of CEQA because the Project consists of the installation of new signs within existing public right of ways where there will be negligible or no expansion of the existing use; and pursuant to said findings, direct staff to prepare and file corresponding Notice of Exemption.
