AGENDA REPORT
Item No. Item No.
Item No.
Item No.
TO: Honorable City Council
FROM: City Manager
SUBJECT: Letter of Opposition to Senate Bill 549 regarding Cardrooms Meeting Date: June 27, 2023
RECOMMENDATION:
That the City Council consider taking formal opposition to SB 549 and authorize the Mayor to issue a letter on behalf of the City opposing Senate Bill 549 (Newman).
BACKGROUND:
Senate Bill (AB) 549 is a “gut and amend” bill by Senator Newman which is sponsored by tribal gaming interests. It seeks to have a court (specifically in Sacramento County) consider and declare on the legality of games in cardrooms banked by third parties. These games make up a considerable amount of revenue for the cardroom and our City. This is a real threat to the City and the Commerce Casino which has lawfully offered many of these games for decades.
ANALYSIS:
An analysis of the bill is not yet complete but any effort to undermine legitimate games already approved by the State Bureau of Gambling Control is a serious concern and threat to the viability of the City of Commerce.
ALTERNATIVES:
Approve staff recommendation
Reject staff recommendation
Provide staff with further direction
FISCAL IMPACT:
Unknown at this time but significant should this legislation be enacted.
RELATIONSHIP TO STRATEGIC GOALS:
The agenda item relates to the 2016 Strategic Plan
Community Quality of Life
Guiding Principle #5:
Foster environmentally conscious initiatives and continue to identify and develop city codes that support a clean, well-maintained, sustainable community.
