CALL TO ORDER
Mayor Argumedo called meeting to order at 6:16 p.m. concurrently with the regular City Council meeting.

PUBLIC COMMENT
There were no individuals wishing to address the City Council on any item within their jurisdiction.
CONSENT CALENDAR
1. Annual Appropriations Limit for Fiscal Year 2023-2024 Assistant City Manager Domic presented a staff report on the City's appropriations limit. It was highlighted that the current limit stands at $218 million, while the City's proceeds are significantly lower.
Councilmember Lainez moved, seconded by Councilmember Rebollo, to adopt a Resolution selecting the California per capita personal income price factor of 4.44 and Commerce’s population growth of -1.04 as the annual adjustment factors used in calculating the appropriation limit for the City of Commerce. The motion was carried by the following vote:
AYES: Councilmembers Garcia, Lainez, Rebollo and Mayor Argumedo (4)
Absent: Vice Mayor Altamirano (1)
2. Letter of Opposition to Senate Bill 549 Regarding Cardrooms City Manager Cisneros informed the council members about the recent introduction of SB 549, a bill aimed at restricting cardrooms from playing some lawful games.

The City Manager asked the City Council to oppose this bill and requested support for the approval of a letter conveying their objections. Councilmember Rebollo emphasized the need for community participation in opposing the bill.
Councilmember Rebollo moved, seconded by Councilmember Lainez, to approve a formal opposition to SB 549 and authorize the Mayor to issue a letter on behalf of the City opposing Senate Bill 549 (Newman). The motion carried by the following vote:
AYES: Councilmembers Garcia, Lainez, Rebollo and Mayor Argumedo (4)
Absent: Vice Mayor Altamirano (1)

3. Adoption of Annual Operating 2023/2024 Fiscal Year Budget This item was reviewed as concurrent item #14 on the regular agenda for June 27, 2023.
