TO: Honorable City Council
FROM: City Manager
SUBJECT: Authorize Staff to Procure Automated External Defibrillators (AEDs) Management Program from AED Authority Meeting Date: July 18, 2023
RECOMMENDATION:

City Council will consider for adoption a Resolution authorizing staff to procure AEDs Management Program from AED Authority.

Background & Analysis:

AEDs, or automated external defibrillators, are compact computerized devices designed to analyze the heart rhythm and guide a rescuer in delivering an electrical shock if necessary. These devices play a vital role in enabling non-medically trained individuals to respond swiftly in emergency situations. Presently, the City possesses 21 AED devices situated within its facilities, necessitating ongoing maintenance such as periodic battery and pad replacements to comply with state requirements.

On June 20, 2023, the City initiated a Request for Proposal (RFP) for an Automated External Defibrillator Management System. A total of four proposals were submitted by the following companies: AED Authority, CPR 1, Lifesaver Services, and Stryker. Additionally, FC Safety Inc., which had been providing services to the City for the past four years, submitted a renewal proposal ahead of the expiration of their current agreement.

After careful evaluation, City staff recommends awarding the contract to AED Authority, as they have submitted the lowest bid and displayed the most responsive approach. The annual cost will be $5,980. City staff is proposing a 4-year term. The agreement with AED Authority will encompass the following services:
• Risk & Legal Consultation
• Medical Oversight and Direction
• Written Policies and Procedures
• Assigned AED Concierge® Specialist
• AED Concierge® Web Portal
• Replacement of Batteries and Adult Electrode as needed (at no additional charge) plus pediatric pads. • Software updates and configurations as needed
• Formalized Dispatch notification letters
• State/Local AED registration as required
• Site assessment evaluation
• Post Event Services (Data Download – ECG; AED Inspection; Supply replenishment) FISCAL IMPACT:

If the City Council approves this item, the fiscal impact of $23,920 for AED Management Program will need to be appropriated. This will be reflected the Capital Outlay / One-time items report that will come before the City Council in the near future.
