SPEED HUMP POLICY
The installation of speed humps is intended to provide traffic calming measures to reduce speeding vehicles in residential neighborhoods. Speed humps and other pavement undulations are not approved traffic-control devices as defined in the California Manual on Uniform Traffic Control Devices (CAMUTCD), the official document establishing which roadway devices may be readily installed on public streets.
Instead, a speed hump is considered to be a geometric “design feature” within the roadway that must be designed, installed and maintained based on prudent engineering judgment and supported by a sufficient study of its need. The City of Commerce has an adopted Speed Hump Policy that lists general guidelines of when and where speed humps may be considers for installation.

BACKGROUND AND INFORMATION ON INSTALLATION ON FLASHING STOP SIGNS The intersections of Triggs Street at McDonnell Avenue, and Triggs Street and I-5 Freeway Ramps were considered and reviewed for the installation of flashing stop signs, to determine if they qualified for this specific upgrade at each respective location.
Flashing LED Signs or upgrading of signage and striping is considered one of the strategies to improve access, safety, and circulation for all users of City streets through transportation planning, design, and construction improvements. The goal is to upgrade the STOP controlled intersections to improve the visibility of the existing STOP signs through a combination of one or more of the following countermeasures:
In the case for the two studied locations – Triggs Street at McDonnell Avenue, and Triggs Street at I-5 Freeway Ramps – the goal is to upgrade the STOP controlled intersections to improve the visibility of the existing STOP signs through a combination of one or more of the following countermeasures:
a) Improve visibility of sign
b) Remove obstructions
c) Repaint all intersection striping and pavement legends d) Add additional advance warning signs and legends
e) Double marking STOP AHEAD or STOP signs
f) Increase sign sizes
g) Selective enforcement
h) Flashing LED Stop Signage
i) Reflective strips on the signposts or median curb face
Studies have shown that the use of stop signs with red flashing LEDs embedded at each corner of a STOP sign face may have beneficial effects on daytime and nighttime stopping compliance and are effective in reducing stop sign violations. The following outlines the process which this engineering review followed to identify if a location met the criteria for the flashing LED STOP signs or would benefit for installation of larger 36”x36” highly reflective STOP signs.
Per the latest edition of the California Manual on Uniform Traffic Control Devices (CAMUTCD), Section 2A.07: Retroreflectivity and Illumination, standards and options for the usage of Light Emitting Diode (LED) units within the face of a sign and in the border of a sign to improve visibility and increase the legibility of sign legends and borders are provided. These Flashing LED signs may be used on stop signs, Warning signs and other Regulatory signs such as speed limit signs or school signs. This engineering review provides guidance on identifying locations where flashing LED signs are warranted per the CAMUTCD and outlines the Criteria that should be used in determining if flashing LED signs or larger stop signs are to be installed at intersections.
TRAFFIC REVIEW FOR SEGMENT ALONG TRIGGS STREET
CITY OF COMMERCE
Prepared By: Transtech Engineers, Inc. | Page 8 of 16
Below are the general guidelines and criteria for LED signage installation:
a) In all cases it is at the sole discretion of the City Engineer/Traffic Committee to approve the installation of flashing LED signs based on an engineering analysis. b) Flashing LED signs should only be considered at existing locations with a minimum of 3 years of collision data available for a traffic investigation and an evaluation study by the City Engineering. c) The intersection must be all-way stop controlled.
d) Evidence of crashes due to failure to stop (i.e., running the stop sign) shall exist at the studied location.
e) Intersections near schools or high pedestrian generators will be given priority.
The collision analysis for the intersections of Triggs Street and McDonnell Avenue and Triggs Street and the I-5 Freeway Ramps is shown in Table 1. The survey was conducted over a 5-year period between January 2019 to April 2023. Table 3 and Table 4 give a detailed summary and lists all collisions within the 5-year period. The intersection of Triggs Street and McDonnell Avenue is currently an all-way stop controlled intersection, as well as the intersection between Triggs Street and the I-5 Freeway Ramps. At the intersection of Triggs Street and McDonnell Avenue, there were 3 collisions that took place at the intersection over a 5-year period. At the intersection of Triggs Street and the I-5 Freeway Ramps, there were 2 collisions in the last 5 years. Of the intersection collisions, no collisions resulted from failure to stop at the stop sign or were caused by unsafe speed.
RECOMMENDATIONS
Triggs Street between McDonnell Avenue and I-5 Freeway Ramps:
After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that this segment of Triggs Street between McDonnell Avenue and the I-5 Freeway Ramp would benefit from the installation of speed humps opposite the park. The segment meets most of the installation criteria for speed humps. Table 5 above shows the requirements and qualifiers for speed hump installation in the City of Commerce. See the Recommendations below, for Speed Hump recommendations along Triggs Street.
1. INSTALL TWO SETS OF SPEED HUMPS AND SPEED HUMP SIGNAGE (W17-1 & W16-7p) ALONG TRIGGS STREET ADJACENT TO BRISTOW PARK: Since this location has been shown to have a history of speeding and pedestrians use this park it is determined, with engineering judgement, that speed humps could be installed adjacent to the park to aid in lowering speed limits. a. Install 2 sets of speed humps along Triggs Street starting at the frontage of Bristow Park and ending at the alley to the east side of Bristol Park. See the Installation Exhibit below. i. Speed Humps along this segment will be placed approximately 250-feet apart along Triggs Street parallel to Bristow Park. The speed humps should also be placed approximately 200-feet away from the bordering alleyway and parking lot driveway along Triggs Street, as shown in the Installation Exhibit below. These parameters are set by the City of Commerce Speed Hump Policy.

b. Install adjacent Speed Hump Signage with a Downward Arrow (W17-1 & W16-7p) at each new set of speed humps along Triggs Street. Refer to the Installation Exhibit below. i. The signs should be placed directly adjacent to the speed humps for eastbound and westbound traffic as they approach the speed humps.
2. INSTALL SPEED HUMP AHEAD (W84 (CA)) SIGNAGE ALONG TRIGGS STREET ADJACENT TO BRISTOW PARK: It is recommended that warning signage accompany new speed humps in this area and will bring awareness to drivers to proceed at a lower speed though the area. a. Install Speed Hump Ahead (W84 (CA)) Signage approximately 200’ away from new speed humps along Triggs Street, as shown in the Installation Exhibit below. i. Install Speed Hump Ahead (W84 (CA)) signage approximately 290’ east of intersection at Triggs Street and McDonnell Avenue for eastbound traffic along Triggs Street, as shown in the diagram below.
ii. Install Speed Hump Ahead signage (W84 (CA)) at the intersection of Triggs Street and the alleyway at the edge of the park boundary for westbound traffic along Triggs Street, as shown in the diagram below.
Intersection Review for Triggs Street at McDonnell Avenue and Triggs Street at I-5 Freeway Ramps:
After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the intersections of Triggs Street at McDonnell Avenue and Triggs Street at I-5 Freeway Ramp do not qualify for the installation of flashing stop signs at this time.
Due to the low number of collisions at each of the intersections along the segment, it is not recommended to install flashing stop signs at Triggs Street and McDonnell Avenue, or at Triggs Street and the I-5 Freeway ramps. However, the intersections would benefit from the installation of larger signs and other traffic measures to improve the visibility approaching the two studied intersections along Triggs Street. The Installation Exhibit below provides a visual representation of the proposed recommendations.
3. REMOVE AND REPLACE EXISTING STOP SIGNS WITH NEW OVERSIZED STOP SIGNS: Remove and Replace Existing Stop Signs with New Oversized Stop Signs at Triggs Street and McDonnell Avenue and at Triggs Street and the I-5 Freeway Ramps, as shown in the Installation Exhibit below. a. Replace existing Stop Signs with Oversized Stop Signs (36” x 36”) with ALL WAY (R1-3p) plaque underneath each Stop Sign at the intersection of Triggs Street and McDonnell Avenue, and at the intersection of Triggs Street and I-5 Freeway Ramps. b. Install Red Reflective Strips under each Stop Sign at BOTH intersections for higher visibility. See the Installation Exhibit below for a visual illustration. i. Since the north leg is part of the I-5 Freeway Ramp, any improvement on the ramp would need to be approved by Caltrans. Since the recommended signage is on City owned City Street of Triggs Street, and no new signage is to be installed, the City should be able to install the recommended larger Stop Signs, All Way Plaque and Red Reflective Posts for EB and WB directions on Triggs Street at the I-5 Freeway Ramp.

4. REMOVE AND REPLACE STOP AHEAD SIGNAGE AND REFRESH PAVEMENT LEGENDS: Remove and Replace Stop Ahead Signage (W3-1) approaching the intersections at Triggs Street and McDonnell Avenue and at Triggs Street and I-5 Freeway Ramps, as shown in the Installation Exhibit below. a. Install New Stop Ahead (W3-1) warning signs for westbound traffic approximately 200’ east of the intersection of Triggs Street and McDonnell Avenue. b. Install New Stop Ahead (W3-1) warning signs for eastbound traffic approximately 340’ east of the intersection of Triggs Street and I-5 Freeway Ramps. c. Refresh Stop Ahead pavement legends along Triggs Street adjacent to the existing signage at both signage locations along the segment.
5. REPAINT EXISTING YELLOW LADDER STANDARD CROSSWALK: Repaint existing yellow standard crosswalk located in the east leg at the intersection Triggs Street and McDonnell Avenue, as shown in the Installation Exhibit below.
6. REMOVE “30” PAVEMENT LEGENG ALONG TRIGGS STREET: Remove existing “30” pavement legend along Triggs Street east of McDonnell Avenue for eastbound traffic. a. This pavement legend conflicts with the existing “25 MPH” Playground Signage along Triggs Street, alerting drivers to drive more cautiously when children are present.
