TO: Honorable City Council
FROM: City Manager
SUBJECT: Speed Hump Installation on Triggs Street between McDonnell Avenue and I-5 Freeway Entrance MEETING DATE: August 22, 2023
RECOMMENDATION:
The City Council will consider adopting a Resolution approving the installation of Speed Humps and other traffic improvements on Triggs Street between McDonnell Avenue and the I-5 Freeway entrance.
BACKGROUND:
Staff received a request to install speed humps and flashing stop signs to address speeding concerns along Triggs Street between McDonnell Avenue and the I-5 Freeway.
Staff completed the evaluation of the request per the City’s Speed Hump Policy, traffic review, and field observations, and presented this item to the Traffic Commission for consideration at their July 12, 2023 meeting (report and diagrams with further information attached).
Based on the traffic review analysis of the Average Daily Traffic (ADT), Collison Data, Speed Survey, and the City’s Speed Hump Policy criteria, it was determined that the segment of Triggs Street between McDonnell Avenue and the I-5 Freeway met most of the Speed Hump criteria. However, the intersections of Triggs Street at McDonnell Avenue and Triggs Street at I-5 Freeway ramp did not qualify for the installation of flashing stop signs due to the low number of collisions at each of the intersections. As a result, the Traffic Commission made a motion recommending City Council approve the speed hump installation on Triggs Street as well as additional traffic improvements at the intersections.
ANALYSIS:
Based on the analysis of the ADT, Collison Data, Speed Survey, the City’s Speed Hump Policy criteria, per the California Manual on Uniform Traffic Control Devices (CAMUTCD) and California Vehicle Code (CVC), the following traffic safety improvements as shown in Exhibit A-1, A-2, and A-3 attached to the Resolution are recommended:
SPEED HUMPS: Install 2 sets of speed humps along Triggs Street starting at the frontage of Bristow Park and ending at the alley to the east side of Bristow Park with associated Speed Hump Signage and pavement markings. (See Figure in Attachment) OTHER TRAFFIC SAFETY IMPROVEMENTS: Install larger STOP signs with ALL WAY plaque and Red Reflective Strips at the intersections of Triggs Street at McDonnell Avenue and Triggs Street at I-5 Freeway Ramp, required advanced warning signs, refresh all existing pavement markings, and remove existing “30” pavement legend along Triggs Street east of McDonnell Avenue for eastbound traffic. (See Figure in Attachment) Staff recommends adoption of the attached Resolution approving aforementioned Traffic Safety Improvements.
FISCAL IMPACT
The estimated cost of the Speed Hump installation project is $30,000 which will come from Measure AA Funds budgeted for the installation of Speed Hump at Various Locations Account No. 41-5170-57010.50014.
