RECOMMENDATION:
The City Council will consider adoption of a Resolution approving a Professional Services Agreement (PSA) with GHD, Inc. to provide Professional Planning, Environmental, Design, and Construction Engineering Support Services for the Randolph Corridor Active Transportation Project.
BACKGROUND
In February 2020, the Los Angeles County Metropolitan Transportation Authority (Metro) released its "Call for Projects for Active Transportation Cycle 1 Funding. The Call for Projects prompted the Gateway Cities Council of Governments (GCCOG) to initiate a project with the cities of Commerce, Bell, Huntington Park, and LA County (MAT Team) to develop an active transportation corridor along Randolph Street between the cities of Commerce and LA County.
The MAT Team selected the City of Commerce as the lead agency. In March 2020 the City Council adopted a Resolution supporting the City’s Participation in Metro’s Cycle I Active Transportation (MAT) Grant Opportunity and Authorizing City Manager to execute Funding documents for Randolph Corridor Active Transportation Project. In April 2020, City of Commerce submitted a grant application for the Randolph Corridor Project and in January 2021 was awarded a $6,703,891 MAT grant (Measure M Funds). Metro’s Funding Agreement associated with the Mat Grant became effective on June 15, 2022.
The Project will provide high quality mobility improvements to residents and businesses of the Cities of Commerce, Bell, Huntington Park and parts of Los Angeles County. It includes pedestrian improvements and bike lane for 6.83 miles, connecting the Los Angeles River with various landmark destinations. The Randolph Corridor begins at the eastern terminus in the City of Commerce and extends west along the corridor through the City of Bell and Los Angeles County to the western corridor terminus in the City of Huntington Park.
The Project has an estimated three (3) year schedule. through Fiscal Year 2025/2026. The project timeline includes the following scope of work: Planning/Conceptual Environmental, the Design Engineering, and the Construction Phases. The design phase is expected to take 9-12 months to complete.
On May 9, 2023, City Council through Request for Proposal (RFP) process approved a Professional Services Agreement with Southstar Engineering & Consulting, Inc. to provide Project Management Services to work with project consultants and affected agencies during planning, environmental, design and construction phases.
In May 2023, staff prepared an RFP for Environmental, Planning and Design phases of work, as well as construction Engineering support services. The RFP was reviewed and approved for release by members of Randolph Corridor Active Transportation Technical Advisory Committee (TAC) made of Cities of Commerce, Huntington Park, Bell, and Los Angeles County.
ANALYSIS:
On May 24, 2023, the RFP was released for Planning, Environmental, Design, and Construction Support Services for the Randolph Corridor Active Transportation Project with a due date of June 29, 2023. Six (6) firms submitted proposals, including JMDiaz, Inc., GHD, Inc., Infrastructure Engineers, Minagar & Associates, Inc., TKE Engineering, Inc., and Mott MacDonald. The proposals were evaluated by TAC based on an established criteria including compliance with RFP requirements, proposal quality, project understanding, approach, qualifications, and experience. All firms submitted great proposals. However, GHD, Inc. received the highest ranking. GHD’s negotiated Fee proposal is $579,164.
Staff recommends adoption of the attached Resolution approving a professional service agreement with GHD, Inc., in the amount of $579,164 and authorize City Manager to execute any amendments to the agreement with GHD, Inc. should it become necessary. Transtech will oversee the project pursuant to their On-Call Professional Services Agreement.
