City Council Meeting Minutes October 10, 2023
Captain Brandon Dean provided an overview of crime statistics as they pertain to the City of Commerce and compared these figures to neighboring communities.

According to Captain Dean, Part 1 crimes have seen a decrease, but there is a notable concern regarding thefts, particularly in locations such as convenience stores and CVS stores. To tackle this issue, deputies have been strategically positioned in these areas to address and mitigate these incidents effectively.

Captain Dean also offered a detailed overview of response times in the City of Commerce. For emergency calls (crimes in progress), the average response time is an impressive 4.3 minutes (average response is 4.65 minutes), while priority calls (crimes that have occurred, and suspects might still be in the area) are 8 minutes, compared to the average response time of 9.8 minutes for the area.

Routine calls for service, such as report calls, take approximately 55 minutes, in line with the average of 51 minutes.

However, Captain Dean noted that there are staffing shortages within the department that can affect these response times.

In response to Councilmember Rebollo's request, Captain Dean also provided a comprehensive explanation of the bail systems in relation to crimes.

Councilmember Lainez inquired about how crime statistics compared to surrounding areas, to which Captain Dean emphasized that crime trends are constantly changing, but overall, Part 1 crimes have seen a decline throughout the entire county.

Councilmember Garcia sought an explanation for why routine calls take up to 55 minutes to respond. Captain Dean clarified that with an average of 5-6 units within the city, when they respond to priority or emergency calls, it often ties up two to three units for an extended period, affecting the response times for routine calls.

Vice Mayor Altamirano motioned to receive and file the presentation, with Councilmember Lainez seconding the motion. The motion was carried unanimously.

7. Council Appointment of Delegate to Los Angeles County Vector Control Administrative Services Director and City Clerk Shumway provided a brief overview of the staff report.

Councilmember Rebollo moved, seconded by Vice Mayor Altamirano, to appoint Councilmember Lainez to Vector Control District for four year term.

The motion was carried by the following vote:

ORDINANCES

8. First Reading and Introduction on Ordinance Amending Municipal Code by Adding Chapter 5.18 Mobile Food Vending
Jocelyn Portales, Deputy City Attorney, provided an overview of the staff report, and stated that ordinance was indvertanly removed from the Municipal Code and recommending ordinance reintroduction with slight modifications.

Discussion revolved around prohibiting vending in highly congested areas, particularly on busy thoroughfares. Concerns were raised about vendors with stands on sidewalks causing obstructions, leading to enforcement issues. City Manager Cisneros assured that an update on street vending enforcement would be provided at a later date.

Code Enforcement Supervisor Vivero mentioned that staff is sending invitation for Council workshops to discuss street vending regulations and process. The staff is working on recording these workshops to provide guidance to vendors. In terms of enforcement, staff is issuing administrative citations, although dealing with smaller vendors without proper IDs can be challenging.

In response to Councilmember Rebollo's inquiry about permit fees, Jocelyn Portales explained that the fee structure would be determined on a case-by-case basis, with workshops scheduled to discuss this further.

Councilmember Lainez raised concerns about the section prohibiting mobile vending near schools, as it might impact the presence of ice cream trucks in Rosewood Park. City Manager Cisneros clarified that the intent is to address potential traffic issues around school areas. Code Enforcement Supervisor Vivero added that the section does not prevent ice cream trucks from stopping on Commerce Way or other areas, just not directly in front of the school.

COuncilmember Garcia moved, seconded by Vice Mayor Altamriano, to introduce for First Reading, by title only, an Ordinance Amending Commerce Municipal Code, Title 5 "Business Regulations and Licensing" by Adding Chapter 5.18 "Mobile Food Vending". The motion was carried by the following vote:

Ayes: Mayor Argumedo, Mayor Pro Tem Altamirano, Councilmember Garcia, Councilmember Lainez, and Councilmember Rebollo
