TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of Commerce, California, Authorizing Approval of the Purchase of a New Skid Steer Loader for Camp Commerce from SoCal JCB MEETING DATE: October 24, 2023
RECOMMENDATIONS:
Approve the purchase of one (1) new JCB 270T T4 Skid Steer Loader for Camp Commerce operations for $124,010 Declare existing equipment (Unit # 274) as surplus property BACKGROUND:
The Winter of 2023 brought record-breaking snowfall to Lake Arrowhead, California, with an HYPERLINK "https://www.nbclosangeles.com/weather-news/california-snow-lake-arrowhead-storm/3106371/" \t "_blank"estimated 9 feet of snow falling over just a few days. The snowstorm led to road closures and power outages for many days. For over a period of weeks, residents and businesses had been stuck with a shortage of resources, and many were trapped in their snow-filled properties, unequipped with the necessary snow removal equipment. The City of Commerce “Camp Commerce” was also affected and had no means to mediate the impacts of the snow as the existing tractor on the property lacked the necessary attachments for effective snow removal.
The existing loader has met its useful life and no longer meets the needs of the Camp Commerce program. At 18 years of age, the current Skid Steer is unreliable and has experienced many breakdowns, making it less cost-effective to own. Accordingly, City staff requests that the City Council declare existing equipment (Unit # 274) as surplus property.

On September 12, 2023, the City Council approved Capital Outlay items for the Transportation Department. Transportation staff, with input from the Camp Commerce Specialist, identified and specified the necessary Skid Steer to meet the needs of Camp Commerce operations. Furthermore, the purchase of the Skid Steer can be executed by utilizing the cooperative agreement through Sourcewell (formerly NJPA) Contract # 040319-JCB for Medium Duty Construction Equipment.
The Sourcewell contract documents meet all State and City requirements for competitive procurement. Transportation staff concluded that purchasing the JCB Skid Steer is imperative for the ongoing operations at Camp Commerce.
FISCAL IMPACT
The cost for the proposed purchase of the JCB Skid Steer is approximately $124,010 for FY23/24.
Skid Steer Subtotal $ 112,481
Taxes $ 11,529
Total Amount Due $ 124.010
RELATIONSHIP TO STRATEGIC GOALS
This agenda item relates to the 2016 Strategic Planning Goal: “Remain fiscally responsible and continue to provide quality services to the residents,” as the purchase of the Skid Steer will assist in mitigating maintenance operations at Camp Commerce.
