AGENDA REPORT

CITY OF COMMERCE

AGENDA REPORT
TO: Honorable City Council
FROM: Assistant City Manager
SUBJECT: 2024 California Office of Traffic and Safety Federal Highway Safety Program Grant -Authorization for City Staff to Accept Funding in the Amount of $150,000.00 Meeting Date: December 12, 2023
RECOMMENDATION:

At the discretion of the City Council, authorize City Staff to accept funding in the amount of $150,000.00 from the California Office of Traffic and Safety (OTS) Federal Highway Safety Program Grant.

BACKGROUND/ANALYSIS:

The California Office of Traffic Safety (OTS) is the lead in traffic safety organization. Located within the California State Transportation Agency (CalSTA). OTS provides an effective means of eliminating fatalities, injuries, and economic losses resulting from crashes. Annually, the OTS funds over 80 million dollars in innovative, evidence-based education and enforcement programs and technologies designed to make California’s roadways safer through their Federal Highway Safety Program Grant.

On December 13, 2022, the City Council approved a resolution authorizing a Memorandum of Understanding (MOU) between the City of Commerce and Street Racing Kills (SRK) a nonprofit organization to provide driving and intervention program management services in and around the City of Commerce. Additionally, the City Council approved the staff’s recommendation to have the City collaborate with SRK, and serve as a grant host for the Federal Fiscal Year 2024 Federal Highway Safety Program Grant for the implementation of Illegal Street Racing and Reckless Driving Educational Programming. The MOU further authorizes SRK to administer, manage, facilitate, and implement the program consistent with the management procedures established by OTS.

On November 17, 2023, the City of Commerce was awarded $150,000.00 in federal grant funding from OTS to conduct Illegal Street Racing and Reckless Driving Educational Programming. Since OTS cannot directly fund a 501(c)(3) nonprofit organization, the City applied as a “host” agency for SRK to create, manage, and facilitate in implementing programming for the awarded grant.

Street Racing Kills will be responsible for program administration, implementation, oversight, and administration of consultant and contracting services, as needed. City staff will work alongside SRK to ensure that all OTS requirements are being met.

ALTERNATIVES:

Approve staff recommendation; and/or
Provide further direction to staff
FISCAL IMPACT:

If the Federal Grant is accepted, the City will have the opportunity to take advantage of a grant in the amount of $150,000.00 to assist in contracting Street Racing Kills to conduct programming for Illegal Street Racing and Reckless Driving prevention. Since no matching funds from the City are required, this activity can be carried out without additional impact on the current operating budget. It is projected that 8-12 staff hours will be donated as an in-kind contribution to this effort.
