CITY OF COMMERCE

AGENDA REPORT
TO: Honorable City Council
FROM: Assistant City Manager
SUBJECT: Drinking Water Treatment Operations and Maintenance Funding Program Meeting Date: January 23, 2024

RECOMMENDATION
The City Council will consider adopting a Resolution approving a Memorandum of Understanding (MOU) by and between City of Commerce and the Water Replenishment District of Southern California regarding technical for Proposition 68 Groundwater – Drinking Water Treatment Operations and Maintenance Funding Program.

BACKGROUND
The State of California Water Resources Control Board (SWRCB) Proposition 68 Treatment and Remediation Grant Program funds groundwater contamination treatment projects that serve as a source of drinking water and/or prevents the migration of contamination to groundwater that serves as a source of drinking water. SWRCB implemented this Program to assist disadvantaged community (DAC) drinking water systems such as the City of Commerce.

Water Replenishment District of Southern California (WRD) was selected and received a grant from the SWRCB as a Technical Assistance Provider for this Program and as such will perform grant administrative tasks including but not limited to preparing and submitting Quarterly Progress Reports on behalf of participants.

Under this Program, the City of Commerce is eligible to receive funding for allowable operations and maintenance activities for Well 4 up to a maximum amount of $1,299,500 for costs incurred between July 19, 2022 through December 31, 2025. These costs include power, chemicals, labor, analytical testing, solids disposal, media replacement, and equipment replacement directly related to the well’s treatment of drinking water.

The opportunity to recoup some of the City’s water system expenses is of great benefit to the City and as such, staff recommends City Council adopt the attached Resolution approving this MOU.

FISCAL IMPACT
The City of Commerce could be granted, through reimbursements, a maximum of $1,299,500 in water system operations and maintenance expenses directly related to drinking water treatment between July 19, 2022 and December 31, 2025.
