TO: Honorable City Council
FROM: Assistant City Manager
SUBJECT: A Resolution Appointing Authorized Agents to Act on Behalf of the Governing Body and Applicant by Executing Any Actions Necessary for Each Application and Subaward through Cal OES.

MEETING DATE: February 13, 2024
RECOMMENDATION:

The City Council will consider a Resolution appointing the City Manager, Acting City Manager, or Assistant City Manager to be authorized agents for the Fiscal Year 2023 Emergency Operations Center Grant Program through Cal OES.

BACKGROUND:

The City of Commerce previously applied for and was approved for a Grant Subaward of funds for an Emergency Operations Center Grant Program. The California’s Governor’s Office of Emergency Services (Cal OES) requires the governing body to appoint authorized agents to act on their behalf and that of the City of Commerce as it relates to the application and subaward.

Authorized Agents may execute any actions necessary for each application and subaward. This includes obtaining federal financial assistance provided by the federal Department of Homeland Security and subgranted through the State of California. Authorized Agents can be identified by the individual’s name or by a position title.

ANALYSIS:

Appointing Authorized Agents for this subaward is required in order to continue with the FY 2023 EOC Grant Program. Public Safety and the Emergency Operations Center fall within the Administration Department, which is overseen by City Management. Appointing the City Manager, Acting City Manager, and Assistant City Manager positions as Authorized Agents would be recommended.

ALTERNATIVES:

Approve the Governing Body Resolution for Cal OES
Disapprove the Governing Body Resolution for Cal OES
Provide staff with further direction
FISCAL IMPACT:

There is no fiscal impact to this Resolution.

RELATIONSHIP TO STRATEGIC PLAN:

This matter is applicable to the following Strategic Focus Area and Guiding Principle: Community Quality of Life – Guiding Principle 4: Support and evaluate community services, programs and events that promote healthy and quality lifestyles for our residents. Enhance public safety and social services through innovative programs that meet the needs of the residential and business communities.
