RECOMMENDATION:

The City Council will consider adopting a Resolution accepting the Basketball/Volleyball Courts Resurfacing at Various City Parks Project as complete, authorizing staff to file the Notice of Completion with the County Recorder’s Office and authorizing release of 5% retention per contract provisions.

BACKGROUND:

On August 23, 2022, City Council approved the Capital Improvement Program (CIP) for Fiscal Year 2022/2023 which included the Basketball/Volleyball Courts Resurfacing at Various City Parks Project.

On November 29, 2022, staff advertised the bid package for the Project and on February 21, 2023, City Council awarded a construction contract to Trueline Construction & Surfacing, Inc. for $243,686.40 and authorized a 15% contingency in the amount of $36,552.96 for a total construction budget of $280,239.36. On June 27, 2023, City Council further allocated $87,811.00 for additional improvements resulting in a revised total construction budget of $368,050.36.

ANALYSIS
Work under the contract started on July 5, 2023 and was completed satisfactorily on December 12, 2023 and the project is ready for acceptance. The work included the resurfacing and restriping of the basketball/volleyball courts at Rosewood, Bristow, and Bandini Parks and concrete overlay at the southern basketball court at Bristow Park. The project also included modification of an existing basketball court access ramp and railings for ADA compliance, reduction of the 20-foot-high fence originally for tennis courts to a standard 10 feet high fence and replacement of the remaining fence fabric around and between the courts, removal and replacement of two existing basketball posts, backboards with new concrete foundations. The total construction work including change order for $113,180.00 is $356,866.40.

Staff recommends that the City Council adopt the attached resolution accepting the Project as complete, authorizing staff to file the “Notice of Completion” with the County Recorder’s Office for the project and authorizing release of Contractor’s 5% retention per contract provisions.
