CITY OF COMMERCE AGENDA REPORT
TO: Honorable City Council
FROM: Acting City Manager
SUBJECT: Mixmaster Street Widening Project Phase 2 Reservation of a Portion of City Property for Roadway Purposes MEETING DATE: March 12, 2024
RECOMMENDATION:

The City Council will consider adopting a Resolution reserving a portion of the frontage of the Commerce Mitsubishi Dealership site, a Successor Agency property at the southeast corner of Atlantic Blvd and Telegraph Road for roadway purposes for the Mixmaster Street Widening Project Phase 2.

BACKGROUND:

The Mixmaster Striping and Pavement Marking Improvements Project Phase 1 improvements were completed earlier this year. As part of Phase1, the Mixmaster intersection received various improvements to enhance traffic safety including but not limited to:

Converting the existing curb lane to right-turn lane from Northbound Atlantic Boulevard to Eastbound Telegraph Road within the existing city right-of-way; Installation of new signs and associated traffic signal modification; Converting No. 1 through lane to combination through/left-turn lane on Westbound Ferguson Drive at Atlantic Boulevard; Adding a 2nd left-turn lane from Westbound Telegraph Road to Southbound Atlantic Boulevard; Modifying the existing traffic signal at Atlantic Boulevard and Telegraph Road intersection to provide northbound right-turn overlap; Restriping faded lane lines and markings and implement contrast striping using black edge lines to enhance visibility; Painting street names and freeway logo in travel lanes including the section within LA County’s jurisdiction; Installation of new advance traffic signal detector loops on Atlantic Boulevard and Telegraph Road; and Coordination of traffic signal timing with LA County to improve circulation.

On February 22, 2023, the City issued a Request for Proposal (RFP) for CEQA environmental compliance, engineering, and traffic engineering services for the preparation of plans, specifications, and engineer’s estimate for the Mixmaster Street Widening Project Phase 2 with a due date of March 23, 2023. Subsequently, through evaluation and ranking of proposals received on June 13, 2023, City Council pursuant to staff recommendation approved a Professional Services Agreement with Kimley Horn.

The Mixmaster Street Widening Project Phase 2 proposes to improve the traffic flow along the Mixmaster intersection by:

Widening the east side of Atlantic Boulevard and south side of Telegraph Road at the southeast corner of the Mixmaster intersection; Modifying the existing striping and traffic signal at Eastern and Atlantic Avenue to provide for an additional southbound left turn lane from southbound Atlantic to southbound Eastern Avenue; and Adding permanent overhead guideway signs throughout the Mixmaster intersection.

According to a recent title report, the southeast corner property currently occupied by the Mitsubishi Auto Dealership and the area on the east side of Atlantic Blvd between Atlantic Blvd and the auto dealership is owned by the Successor Agency.

ANALYSIS:

The Mixmaster Phase 2 design phase commenced in July 2023 and as of today design plans are 90% completed and include street widening, traffic signal relocation and modification, street lighting relocation, removal and relocation of interfering dealership frontage lights, drainage improvements, and striping and pavement markings. The project final plans and specifications other than permanent overhead signs are substantially complete. It should be noted that the design and installation of permanent overhead signs and related environmental proceedings will be handled through a separate project considering LA County’s review process associated with the permanent overhead signs in their jurisdiction and related maintenance agreement which could take several months.

To provide a dedicated right turn lane from northbound Atlantic Boulevard to eastbound Telegraph Road, a street widening dedication and reservation of a portion of the property adjacent to Commerce Mitsubishi is required. The amount of easement for the roadway widening varies. However, the amount of easement has been minimized to eliminate the impact to the dealership. The easement varies from 1 foot to 2 feet which will only impact the dealership frontage planter area. The dealership parking lot will not be impacted.

The attached Roadway Easement Deed was prepared for City Council consideration. Upon City Council approval, the certificate of acceptance will be signed and the Deed will be recorded.

Staff recommends that City Council adopt the attached Resolution reserving a portion of the frontage of the Commerce Mitsubishi site at the southeast corner of Atlantic Blvd and Telegraph Road for roadway purposes for the Mixmaster Street Widening Project Phase 2.
