BACKGROUND
The FY 2023-24 Pavement Rehabilitation Project (Project) includes the rehabilitation of various streets citywide including but not limited to pavement grind and overlay, pavement reconstruction and slurry sealing, alley intersections to include ADA ramps, sidewalks, curb and gutters, cross-gutters, driveways, pavement markings and striping, and alley and parking lot pavement removal and reconstruction behind 2269 S Atlantic Boulevard (Bandini Library and Learning Center). This is a combined two fiscal year Project to include some additional requests and align the timing of the pavement improvements with other projects such as Eastern Avenue Bike Lanes modifications and Bandini Library and Learning Center Projects. The streets were selected based on the recommendations identified within the City’s Pavement Management System (PMS) which include:

Furthermore, consistent with City Council action on February 21, 2023, the Project will also include STEP 2 funded Class II Bike Facilities Improvement Project with the installation of bicycle lanes along Eastern Avenue between Commerce Way and Washington Boulevard, Commerce Way between Eastern Avenue and cul-de-sac, and Habor Street between Commerce Way and Eastern Avenue. By way of background, on February 21, 2023, City Council rejected all bids for the Class II Bicycle Facility Improvements Project and authorized staff to re-advertise the project as part of the FY 2023-24 Pavement Rehabilitation Project.

The Project also will include grind and overlay of Rosewood Park parking lot off of Harbor Street including pavement markings and striping, and speed hump removal and installation. The Project will also include installation of additional traffic safety improvements at Greenwood Avenue and Bandini Boulevard intersection, and installation of speed humps at Ferguson Drive between Garfield Avenue and Concourse Avenue and at Triggs Street between McDonnell Avenue and the I-5 south on/off ramps.
