TO: Honorable City Council
FROM: City Manager
SUBJECT: Second Amendment to the Agreement with GSI Environmental Inc. for Environmental Assessment and Remediation Services Meeting Date: April 23, 2024
RECOMMENDATION:
The City Council will consider adopting the Resolution approving the Second Amendment to an Agreement with GSI Environmental Inc. to extend the term by three (3) years until June 1, 2027 to continue an environmental assessment and remediation located at 1350 South Eastern Avenue, Commerce, the former site of Specific Plating.
BACKGROUND:
1350 South Eastern Avenue (Specific Plating)
The City Council awarded GSI Environmental Inc. (GSI) an Agreement effective June 1, 2018 and executed the First Amendment to the agreement on February 16, 2021. The First Amendment is due to expire on June 1, 2024 for environmental site assessment, remediation, remedial construction, and regulatory and community interaction. The City Council also authorized GSI to conduct an environmental assessment and remediation of the former Specific Plating site under Department of Toxic Substances Control (DTSC) oversight and a Voluntary Cleanup Agreement between DTSC and the Successor Agency.
ANALYSIS:
GSI has been conducting a soil and groundwater investigation and performing interim mitigation measures at the former Specific Plating Facility. These State-required activities are conducted under DTSC’s oversight and are pursuant to a Facility Initiated Corrective Action (FICA) agreement between DTSC and Successor Agency (Docket No. HWCA-FY 18/19-008). In June 2021 and 2023, GSI completed groundwater assessments for the site which included groundwater sampling from four existing groundwater monitoring wells. GSI conducted a SVE pilot test at the Site between June 4 and September 4, 2019, using Soil Vapor Extraction Wells. Based on the results of the 13-week SVE pilot test, GSI prepared the Interim Remedy – Soil Vapor Extraction Workplan (GSI, 2020a); this workplan was submitted to the DTSC on July 1, 2020. On September 23, 2020, the DTSC approved the soil vapor interim measure mitigation.
Based on the groundwater sampling results conducted at approximately 12, 17, 24, and 29 months of operation, there has been a reduction of PCE and TCE concentrations in the groundwater. GSI will conduct the next groundwater monitoring event at the Site in June 2024 for Volatile Organic Compounds (VOC’s) and report the findings to the City and the DTSC.
Staff recommends Council approve the Second Amendment to the Agreement, as allowed per Section 7.2 of the Agreement, with GSI Environmental Inc. to extend the term by three (3) years until June 1, 2027 to complete the former Specific Plating Assessment and Remediation Project and continue to work with DTSC towards final approval.
