CITY OF COMMERCE

AGENDA REPORT
TO: Honorable City Council
FROM: Acting City Manager
SUBJECT: Code Enforcement Operations Presentation
Meeting Date: April 23, 2024

RECOMMENDATION
The City Council will receive and file the report / presentation on Code Enforcement operations.

BACKGROUND
During the City Council / Successor Agency Reports phase of the April 9th Council meeting, Councilmember Garcia requested that staff provide a presentation on Code Enforcement operations.

Code Enforcement is a Division of the Department of Economic Development and Planning. The focus of Code Enforcement is to protect the integrity of public health, safety, and welfare. Code Enforcement responds to, investigates, and resolves quality of life issues, nuisances, and violations of health and safety regulations that concern private, commercial, and industrial properties, as well as all land use violations. Zoning Ordinances, Building Codes, Fire Codes and State Housing Laws are only a few enforcement tools which are utilized to control dwellings and commercial properties that are substandard. In addition, Code Enforcement is an important tool for crime prevention as results are a positive restoration strategy to combat the Broken Window Theory in which abandoned and neglected properties attract criminal behavior because it is a sign that no one cares.

FISCAL IMPACT
There will be no fiscal impact on the City’s 2023/2024 budget as a result of this action.

RELATIONSHIP TO STRATEGIC PLAN
This matter is applicable to the following Strategic Focus Area and Guiding Principle: Community Quality of Life – Guiding Principle 4: Support and evaluate community services, programs and events that promote healthy and quality lifestyles for our residents. Enhance public safety and social services through innovative programs that meet the needs of the residential and business communities.

Approved and Recommended by: Ralph Vivero, Code Enforcement Supervisor Approved as to form by: Noel Tapia, City Attorney
Respectfully submitted: Vilko Domic, Acting City Manager
