CITY OF COMMERCE
AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Brenda Villa Aquatic Center Pool Filtration System Replacement Project Acceptance MEETING DATE: May 14, 2024
RECOMMENDATION:
The City Council will consider adoption of a Resolution accepting the Brenda Villa Aquatic Center Pool Filtration System Replacement Project as complete, authorizing staff to file the Notice of Completion with the County Recorder’s Office and authorizing release of 5% retention per contract provisions.
BACKGROUND:
The Brenda Villa Aquatic Center (BVAC) competition swimming pool 7 filters and ultraviolet (UV) system exceeded their life expectancy of 20 years and required replacement. The filters were an essential component of the pool to secure high sanitation standards and prevent the transmission of infectious waterborne viruses. They remove more than 99% of unwanted particles leading to significantly improved water quality. UV is very important for indoor pools as it destroys the combined chlorine that builds up. It uses the power of ultraviolet light to lower the chemical content and eliminate chlorine byproducts making pools safer, healthier, and easier to maintain. UV pool systems destroy pathogens that enter the water and reduce the need for chemicals.
On February 6, 2023, staff advertised the bid package for the Project. On April 25, 2023, City Council awarded the construction contract to California Commercial Pools, Inc. for $441,700.00 and authorized a 15% contingency in the amount of $66,255.00 for a total construction budget of $507,955.
ANALYSIS
The work under the contract commenced on January 8, 2024, a delayed start date per a request from the Parks and Recreation Department to minimize impacts for use of the facility and was completed satisfactorily on April 26, 2024. The Project is ready for acceptance.
The Brenda Villa Aquatic Center Pool Filtration System Replacement Project included the removal and disposal of 7 filtration tank systems, installation of 7 new filtration tank systems, reconnection to existing piping, electrical connections, and new UV system.
Staff recommends that the City Council adopt the attached resolution accepting the Project as complete, authorizing staff to file the “Notice of Completion” with the County Recorder’s Office for the project and authorize release of Contractor’s 5% retention per contract provisions.
FISCAL IMPACT:
The total cost of the construction work by California Commercial Pools, Inc. is $441,700 which was covered from approved Measure AA funds. There were no change orders so no contingency funds were needed.
