TO: Honorable City Council
FROM: City Manager
SUBJECT: Office of Traffic and Safety Federal Highway Safety Program Amended Grant Agreement MEETING DATE: May 14, 2024
RECOMMENDATION:

Receive and file the amended grant agreement from the Office and Traffic and Safety in the amount of $87,812.00.

BACKGROUND/ANALYSIS:

The California Office of Traffic Safety (OTS) is the lead in traffic safety organization. Located within the California State Transportation Agency (CalSTA). Annually, the OTS funds over 80 million dollars in innovative, evidence-based education and enforcement programs and technologies designed to make California’s roadways safer through their Federal Highway Safety Program Grant. The City of Commerce will serve as a grant host for Street Racing Kills (SRK) and has authorized this non-profit organization to administer, manage, facilitate, and implement street racing and reckless driving educational programming. The grant period will run till September 30, 2024.

On December 12, 2023, the City Council previously approved the OTS grant for the total amount of $150,000.00. Based on a new proposed budget provided by SRK, the total sum approved by OTS is now $87,812.00. The amendment reflects the approved budget and grant goals from OTS.

FISCAL IMPACT:

The City has the opportunity to take advantage of a grant in the amount of $87,812.00 to assist in contracting Street Racing Kills to conduct programming for illegal street racing and reckless driving prevention. Since no matching funds from the City are required, this activity can be carried out without additional impact on the current operating budget. It is projected that 30-40 staff hours will be donated as an in-kind contribution to this effort.
