CITY OF COMMERCE AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Mixmaster Street Widening Project (Phase 2) Award of Construction Contract to Excel Paving Company MEETING DATE: May 14, 2024
RECOMMENDATION:
The City Council will consider adopting a Resolution approving plans and specifications; awarding a construction contract to Palp, Inc. dba Excel Paving Company, the lowest responsible and responsive bidder for the Mixmaster Street Widening Project (Phase 2) (“Project”); and authorizing construction management and inspection services by Transtech Engineers, Inc. under their on-call professional consulting services agreement.
BACKGROUND:
The Mixmaster Striping and Pavement Marking Improvements Project, Phase 1 improvements were completed in 2023. Through Phase 1, the Mixmaster intersection received various improvements to enhance traffic safety including but not limited to converting the existing curb lane to right-turn lane from Northbound Atlantic Boulevard to Eastbound Telegraph Road within the existing city right of way and installation of new signs and associated traffic signal modification, converting No. 1 through lane to combination through/left-turn lane on Westbound Ferguson Drive at Atlantic Boulevard, adding 2nd left-turn lane from Westbound Telegraph Road to Southbound Atlantic Boulevard, modifying existing traffic signal at Atlantic Boulevard and Telegraph Road intersection to provide northbound right-turn overlap, restriping faded lane lines and markings and implementing contrast striping using black edge lines to enhance visibility, painting street names and freeway logo in travel lanes including the section within LA County’s Jurisdiction, installation of new advance traffic signal detector loops on Atlantic Boulevard and Telegraph Road, and coordination of traffic signal timing with LA County to improve circulation.
On February 22, 2023, the City issued a Request for Proposal (RFP) for CEQA environmental compliance, engineering, and traffic engineering services for the preparation of plans, specifications, and engineer’s estimate for the Mixmaster Street Widening Project Phase 2 with a due date of March 23, 2023. Subsequently, on June 13, 2013, City Council approved a Professional Services Agreement with Kimely Horn. Design phase commenced shortly after and was completed in March 2024.

The Project is categorically exempt pursuant to Section 15301, Class 1 of the CEQA Guidelines consisting of minor alteration to the existing street including the reconfiguration of a right-turn lane from northbound Atlantic Boulevard to south-eastbound Telegraph Road at the Atlantic Boulevard/Telegraph Road intersection which would improve safety conditions and would not expand road capacity.
