CITY OF COMMERCE

AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Implementation Agreement with Gateway Cities Council of Governments for Slauson Avenue Complete Street Study MEETING DATE: May 14, 2024
RECOMMENDATION:

The City Council will consider adoption of a Resolution approving the Implementation Agreement with Gateway Cities Council of Governments for the Slauson Avenue Complete Street Study and appropriating funds from the City’s General Fund reserves for the City’s share.

BACKGROUND:

The Gateway Cities Strategic Transportation Plan includes a Master Plan for Arterial Highways Chapter which incorporates the “Complete Streets” concept. Complete streets aim to optimize efficiency not only for automobile, truck, and bus traffic but also for bicycle and pedestrian traffic.

ANALYSIS
Slauson Avenue is a high-priority, high-quality transit arterial within the Gateway Cities. It is a major east-west travel corridor through the Gateway Cities subregion, located at Santa Fe Springs Road in the Cities of Santa Fe Springs and Whittier west to Wilmington Avenue in the City of Huntington Park for a total of 12.34 miles. The Slauson Avenue Corridor connects the cities of Santa Fe Springs, Whittier, Unincorporated Los Angeles County, Pico Rivera, Montebello, Commerce, Bell, Maywood, Huntington Park, and Vernon and staff of these agencies have convened to discuss advancing the study of Slauson Avenue as a “complete street” subject to local conditions and preferences. A plan would position the corridor for potential construction funding opportunities that individual cities or a consortium of cities along the corridor could pursue.

The Slauson Avenue Complete Street Study would be the eighth arterial Complete Streets Corridor Study being advanced under this program. The Gateway Cities Council of Government Board (COG) previously approved a prioritization process that has resulted in studies on Artesia Boulevard, Lakewood/Rosemead Boulevard, Atlantic Boulevard, Florence Avenue, Imperial Highway and Telegraph Road.

The consensus among the represented cities and Los Angeles County officials is to proceed with the study to be conducted by the COG’s two consultant engineers. The estimated cost of the study is $185,100 and expected to span one year. Participating agencies will contribute to the study's funding based on a formula of linear miles of Slauson Avenue street frontage in each jurisdiction. The remainder of the project's funding will be paid for by Metro.

Each participating agency will sign an Implementation Agreement with the COG. The attached Implementation Agreement, resembling agreements utilized for previous arterial corridor studies, outlines the respective assessments to be paid by the participating agencies.

Staff recommends adoption of the attached Resolution.

FISCAL IMPACT:

The total cost of the study is $185,100 of which $135,000 will be covered by Metro and $50,100 by affected local agencies. If the City Council approves the Implementation Agreement, an approval of $18,200 ($15,833.87 City share + $2,366.41 for a 15% project management services cost) will need to be approved from the City’s General Fund reserves.
