TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of Commerce, California, Authorizing Approval of the Purchase of a New 40’ Battery Electric Low-Floor Bus from Gillig MEETING DATE: May 14, 2024
RECOMMENDATIONS:
Approve the purchase of a new 40’ Battery Electric Low-Floor Bus for transit fixed route operations for $1,484,114, utilizing the State of Washington, RFP#2020, Purchasing Contract No 06719-01.
BACKGROUND:
The Los Angeles County Metropolitan Transportation Authority (LACMTA) offers federal resources to eligible agencies to replace, rehabilitate, and purchase buses and related equipment. It also provides funding for the construction of bus-related facilities, including technological changes or innovations to modify low—or no-emissions vehicles or facilities. The funding is available through a competitive application process managed by the Los Angeles County Regional Bus Operators Subcommittee (BOS). The City’s Transportation Department operates a CNG NABI Low-Floor Bus for fixed route service. However, this bus is over 13 years old, has exceeded its useful life, and has become unreliable, so it no longer fulfills the department's requirements.

On March 12, 2023, the Transportation staff participated in a competitive funding process among other agencies at the regional BOS meeting. As a result, City staff were successfully awarded $1,484,114 for bus replacement for FY25 utilizing Federal 5307 dollars. The purchase of a 40' Battery Electric Low-Floor Bus shall be made by utilizing the cooperative agreement through State of Washington RFP#2020, Contract No 06719-01.
The State of Washington's contract documents comply with all the requirements set by the State, Federal Transit Administration, and the City for competitive procurement. The Transportation staff has determined that purchasing this bus is of the utmost importance for providing reliable transit services and complying with California Innovative Clean Transit (ICT) fleet regulations.
ANALYSIS:
The proposed 40-foot Battery-Electric Gillig bus will comply with the California Air Resource Board (CARB) Innovative Clean Transit (ICT) Regulation and the City of Commerce Transportation Rollout Plan. As per the Public Transit Agencies' requirement, zero-emission technology is mandatory for transit fleet equipment, and by 2040, 100% of the transit fleet equipment must be zero-emission. This bus purchase will contribute towards the department's electrification milestones.
FISCAL IMPACT
The proposed 40’ Battery Electric Low-Floor Bus purchase will cost approximately $1,484,114.00 in FY25, utilizing Federal 5307 grant funds, and will not impact the City’s operating budget.
