TO: Honorable City Council
FROM: City Manager
SUBJECT: Adoption of Resolution Approving professional services with Granicus for One View (3-1-1) Mobile Application and Website Portal Meeting Date: May 14, 2024
RECOMMENDATION:

The City Council will consider adopting a Resolution approving professional services with Granicus for OneView Mobile app and web portal.

BACKGROUND
In 2023, the City Council set aside $100,000 to introduce a civic app/311 service. Staff assessed three proposals through multiple presentations and Q&A sessions to determine the best fit for the city's needs, implementation ease, and available options. After reviewing proposals from Nobel Systems, Tyler Technologies, Granicus, and another provider, City staff concluded that Granicus offered the most suitable solution, both in terms of cost and functionality. Staff recommended approving Granicus' proposal for the 311 Civic application, totaling $20,972 for configuration, training, and the first year's subscription services, followed by $14,425.74 for the second year and $15,435.54 for the third year.

ANALYSIS
OneView offers local governments a versatile tool to meet evolving resident expectations. The 311 service connects citizens and businesses with a wide range of city services, programs, and information. Whether through the self-service web portal or mobile app, the 311 citizen app enables users to report issues, request services, track the status of previous requests, and access city information.

Incoming requests are automatically directed to the appropriate staff member or department for resolution, with automated updates keeping residents informed throughout the process. This centralized system facilitates easy access to information about problem areas, reporting, and analytics for staff.

OneView's web portal and customizable mobile app streamline, modernize, and automate services to better serve the residents and stakeholders of the City of Commerce. Residents without internet or app access can call in and have receptionists create accounts and input information on their behalf. They can report various issues such as potholes, stray animals, street sweeping schedules, trash collection, tree maintenance, streetlight outages, safety concerns, and more.

The implementation timeline ranges from four to six months. City staff recommends including a messaging option for residents who prefer to receive notifications via text or email. These notifications could cover city events, distribution of sandbags, reports of suspicious activity, power outages, and other relevant updates.
